Shortly after the September 11, 2001, attacks, Air Force Chief of Staff General John Jumper asked RAND Project AIR FORCE to conduct a study entitled "Thinking Strategically About Combating Terrorism." This year-long project was divided into four research tasks, each tackling different but complementary aspects of the counterterrorism problem: (1) Threat assessment: identifying the character and boundaries of the threat; (2) The international dimension: assessing the impact of coalition and other international actors on U.S. options; (3) Strategy: designing an overarching counterterror strategy; and (4) Implications for the Air Force: identifying promising applications of air and space power. This report is part of a series on international counterterror cooperation, building on the research of the second project task. Other reports in this series will examine the different functional areas of international cooperation against terrorism, counterterror cooperation with Russia and the states of the former Soviet Union, and counterterror cooperation with the countries of Europe. Although these reports address a wide variety of subjects, they build on a common principle: counterterror cooperation occurs across numerous issue areas, including military, financial, law enforcement, and intelligence. An effective counterterror strategy will need to address each of these dimensions and account for some of the synergies and frictions among them. This report details the findings of building counterterrorism coalitions with two important states in South Asia: Pakistan and India. The partnerships with these states have been critical to U.S. operations in Afghanistan and beyond, albeit for very different reasons. Specifically, this report examines the following: Pakistan's historic and present cooperation with the United States, India's historic and present cooperation with the United States, and the potential of Kashmir to disrupt efforts to engage both India and Pakistan.
The research reported here was part of a study called War and Escalation in South Asia, which was sponsored by the U.S. Air Force Director of Plans (XOX); Commander Central Command Air Forces (CENTAF/CC); and Commander, Pacific Air Force (PACAF/CC); and conducted within the Strategy and Doctrine Program of RAND Project AIR FORCE (PAF). This monograph focuses on the highlights that emerged from an examination of the potential for regional conflicts, tensions, and instability in South Asia to endanger U.S. goals and objectives in the region and more broadly, U.S. equities in the Middle East and greater Asia. Because India and Pakistan are both nuclear weapon states with a long history of tensions and sporadic violence between them, much of the monograph focuses on their relations and the potential for future trouble. This study deals with other sources of friction and conflict, although in a more limited scope. The research should be of interest to anyone concerned with regional stability issues. While the war on terrorism may have provided the rationale for the latest U.S. engagement with Pakistan, the present relationship between the U.S. and Pakistan is at the crossroads of many other issues, such as Pakistan¿s own reform efforts, America¿s evolving strategic relationship with South Asia, democracy in the Muslim world, and the dual problems of religious extremism and nuclear proliferation. This volume consists of research that the Nonproliferation Policy Education Center (NPEC) commissioned and vetted throughout 2006. For at least half of the chapters, authors presented versions of their work as testimony before Congressional oversight committees. No matter what one's point of view, these chapters deserve close attention since all are focused on what is needed to assure U.S.-Indian strategic cooperation succeeds. The volume offers U.S. and Indian policy and law makers a detailed checklist of things to watch, avoid, and try to achieve.
This monograph highlights key factors in South Asia imperiling U.S. interests, and suggests how and where the U.S. military might play an expanded, influential role. It suggests seven steps the military might take to better advance and defend U.S. interests in South Asia, the Middle East, and Asia at large. Washington should intensify involvement in South Asia and become more influential with the governments there. Given the area's potential for violence, it should also shape part of the U.S. military to meet potential crises.

The potential loss of our #1 status implies a blow to our safety, economy, and prestige. But this is a rare moment in history: none of the world's big powers is our adversaries. In The Next American Century, Nina Hachigian and Mona Sutphen show that the "pivotal powers" -- China, Europe, India, Japan, and Russia -- seek greater influence, but each has an enormous stake in the world economy and a keen desire to thwart common threats. India is a key ally in the struggle against terrorism. China's help is essential to containing pandemic disease. Russia is leading an effort to keep nuclear devices out of terrorists' hands. Japan and Europe are critical partners in tackling climate change. None of these countries is a direct military or ideological challenger. In fact, their gains largely help, rather than hurt, America's continuing prosperity, growth, and, to some extent, even its values. Will we have conflicts with these powers? Definitely. Some will be serious. But, by and large, they want what we want: a stable world and better lives for their citizens. We live in an era of opportunity, not of loss. To take advantage of this moment, the United States must get its own house in order, making sure that American children can compete, American workers can adjust, America's military remains cutting-edge, and American diplomacy entices rather than alienates. While America must be prepared for the possibility that a hostile superpower may one day emerge, it has to be careful not to turn a distant, uncertain threat into an immediate one. Washington should welcome the pivotal powers into a vigorous international order to share the burden of solving pressing global problems of peace, climate, health, and growth. The avenue to a truly safer and more prosperous world runs through the pivotal powers. With them, we can build a world where Americans will thrive, today and tomorrow.
Pakistan is at currently at the centre of regional and global geo-strategic issues as a frontline state in the global war on terrorism. It is seeking to project itself as a modern Islamic state that can engage both the Islamic bloc and the western world in the post 9/11 era. This book addresses some questions under the broad rubric of International Relations and Security. It focuses on four themes: Pakistan and global security; Pakistan’s international relations; politics and identity in Pakistan; and economic development of Pakistan. Leading international experts have contributed articles within the framework of these themes.
