The General Synod South, in 1878, proposed to the General Synod and the General Council, to unite in the prepara tion of a Common Service Book for all english-speaking Lutherans. The proposal was accepted, and the three Bodies united in establishing the Rule by which those charged with the preparation of the work should be guided, and by which all questions arising Should be decided, to wit: The common consent of the pure Lutheran Liturgies of the Sixteenth Century, and when there is not an entire agreement among them, the consent Of the largest number of those of greatest weight.
