The protagonist of The Bottom Worker in East Asia: Composition and Transformation under Neoliberal Globalization is a bottom worker. Bottom workers are workers in the North and the South, who have suffered from the downward pressure of hierarchy under neoliberal globalization and have been re-stratified among themselves, from employed irregularly to self-employed and the working homeless. The existing division has become increasingly more fluid as the disparities in working conditions and wages are compressed downward. The book examines workers’ entrapment at the bottom, getting off the bottom, and intersecting each other by analyzing how they work, reside in, and build lifeworlds in cities and suburbs of four East Asian countries. In this way, it draws a dynamic picture of the contemporary working class. Emerging East Asian economies have seen their share of world exports more than triple during the past quarter-century, and intraregional trade has driven this growth. Broad measures of development in East Asia have improved at the same headlong pace. Why push further integration now? Two economic events of historic proportions provide the context: strategic thinking of development in the region following the East Asian financial crisis of 1997-98 and the accession of China to the World Trade Organization. Policymakers interested in a stable, prosperous region are concerned by mildly rising inequality within countries and a widening gap between richer economies and the poorest economies. Increasingly, the development agenda in the region with its focus on growth, jobs, and social stability and the trade policy agenda with its focus on market access and competitiveness have become intertwined. East Asian policymakers seek to develop a coherent set of economic policies that can deliver stability, growth, and regional integration. Without attempting to be comprehensive, 'East Asia Integrates' offers fundamental strategies that promote cross-border flows of trade, along with domestic policies on logistics, trade facilitation, standards and institutions to maximize the impact of these flows on development and distribute the gains from trade widely. As the authors demonstrate, multilateral and regional trade initiatives must provide a compelling vision of how integration can deliver broadly shared growth and prosperity if they are to succeed. In addition, they must use the momentum offered by trade agreements to address the links between trade on the one hand, and social stability, poverty reduction, and growth on the other.
The Asian crisis of the late 1990s severely affected some of the most successful economies in the region, placing the issue of social protection high on the regional and international agenda. Subsequently, growth rates revived, but the fruits of growth have not been evenly distributed and inequality has risen. Behind this trend lie deeply entrenched forms of poverty and social exclusion as well as new forms of vulnerability resulting from the liberalisation of markets and growing exposure to the global economy. This volume deals with issues of poverty, vulnerability and social exclusion in the Asian context. The articles deal with different groups of vulnerable people, exploring some of the characteristics of vulnerability in different contexts, and reflecting on appropriate policy responses. Collectively, they emphasise a broad-based systemic approach to the problems of vulnerability and insecurity, where social protection needs to be ‘rescued’ from its dominant current conceptualisation as a response to risk and crisis, and instead be integrated into the mainstream of development policy. Social policy in modern industrialised societies is increasingly challenged by new social risks. These include insecure employment resulting from ever more volatile labour markets, new family and gender relationships resulting from the growing participation of women in the labour market, and the many problems resulting from very much longer human life expectancy. Whereas once social policy had to be in step with a standardised, relatively stable and predictable life course, it now has to cope with non-standardised individual preferences, life courses and families, and the consequent increased risks and uncertainties. This book examines these new life courses and their impact on social policy across a range of East Asian societies. It shows how governments and social welfare institutions have been slow to respond to the new challenges. In response, we propose a life-course sensitised policy as an approach to manage these risks. Overall, the book provides many new insights which will assist advance social policy in East Asia.

This book deals with international labor and employment law in the East Asia Region (EA), particularly dealing with China, South Korea, and Japan. It explores and explains the effects of globalization and discusses the role of international lawyers, business personnel, and human resource directors who are knowledgeable, culturally sensitive, and understand the issues that can arise when dealing in EA trade and investment. In the past two decades, several millions of IT-enabled services jobs have been relocated or ‘offshored’ from the US and Europe to, in particular, low cost economies around the world. Most of these jobs so far have landed in South and South-East Asia, with India and the Philippines receiving the bulk of them. This has caused profound changes in the international division of labour, and has had correspondingly wide social and economic effects. This book examines how this ‘next wave in globalization’ affects people and places in South and South-East Asia. It brings together twelve case studies from India, the Philippines, China, Hong Kong and Thailand, and explores how and for whom services offshoring creates opportunities, triggers local economic transformations and produces challenges. This book in addition compares how different countries take part in this ‘second global shift’, investigates service-sector driven economic development from a historical perspective, and engages with the question whether and to what extent services offer a new promising avenue of sustained economic growth for developing countries. Following the Asian economic crisis of the 1990s, this is the first book to examine the structure and transformation of the labor markets and social stratification of contemporary East Asia, namely Japan, Korea, Taiwan, and China, focusing in particular on gender inequality. It deals with social mobility and gender differences in unemployment, temporary employment and self-employment. Additionally, gender segregation, social identity and suicide rates are also addressed. Taken together, the issues raised in this volume reinforce the advantage of a comparative approach to East Asian Studies. The findings, supported by strong statistical analysis, clearly call into question a longstanding view that East Asian gender regimes and class structure are homogeneous.
