The purpose of the Conference was two-fold. First, it was the intention of the organizers to present to the potential users of the Northern Sea Route - i. e. the international shipping industry and relevant cargo owners - the results of six years of multidisciplinary INSROP research. Second, it was the organizers' intention to create a unique meeting place for the different Northern Sea Route stakeholders - a forum where users, the Russian NSR administrators, the researchers and other interested parties could discuss the status and future of the route. In these Conference Proceedings, you will fmd the manuscripts of the speeches presented during the Conference: The manuscripts can roughly be divided into three groups with widely different focuses: On one hand, you will fmd the representatives of shipping and other commercial interests, focusing on the NSR's potential for profit in the short term, and on the shortcomings of the route. On the other hand, you will fmd representatives of different levels of Russian authorities, presenting the possibilities offered by the route, and emphasizing Russia's long experience in using and administrating it. In between these two groups stand the researchers, presenting a multi-faceted and hopefully balanced picture of the NSR and its possibilities vs.
Remote Sensing of Sea Ice in the Northern Sea Route: Studies and Applications initially provides a history of the Northern Sea Route as an important strategic transport route for supporting the northern regions of Russia and cargo transportation between Europe and the Northern Pacific Basin. The authors then describe sea ice conditions in the Eurasian Arctic Seas and, using microwave satellite data, provide a detailed analysis of difficult sea ice conditions. Remote sensing techniques and the basic principles of SAR image formation are described, as well as the major satellite radar systems used for ice studies in the Arctic. The authors take a good look at the use of sensing equipment in experiments, including the ICE WATCH project used for monitoring the Northern Sea Route. The possibilities of using SAR remote sensing for ice navigation in the Northern Sea Route is also detailed, analysing techniques of automatic image processing and interpretation. A study is provided of regional drifting ice, fast ice and river ice in the coastal areas of the Arctic Seas. The book concludes with a review of the practical experience using SAR images for supporting navigation and offshore industrial activity, based on a series of experiments conducted with the Murmansk Shipping Company on board nuclear icebreakers.
This volume is the first study of the entire history of the Northern Sea Route, from its earliest exploration to the twenty-first century. It includes the West-European search for a new waterway to the Orient (sixteenth to seventeenth century), the Russian Kamchatka expeditions (eighteenth century), and the navigation from Europe to the major rivers in north-west Siberia (late nineteenth to early twentieth century), as well as the Russian utilisation of the sea route in the Soviet epoch and later.

This book offers the first comprehensive examination of Russia's Arctic strategy, ranging from climate change issues and territorial disputes to energy policy and domestic challenges. As the receding polar ice increases the accessibility of the Arctic region, rival powers have been manoeuvering for geopolitical and resource security. Geographically, Russia controls half of the Arctic coastline, 40 percent of the land area beyond the Circumpolar North, and three quarters of the Arctic population. In total, the sea and land surface area of the Russian Arctic is about 6 million square kilometres. Economically, as much as 20 percent of Russia's GDP and its total exports is generated north of the Arctic Circle. In terms of resources, about 95 percent of its gas, 75 percent of its oil, 96 percent of its platinum, 90 percent of its nickel and cobalt, and 60 percent of its copper reserves are found in Arctic and Sub-Arctic regions. Add to this the riches of the continental shelf, seabed, and waters, ranging from rare earth minerals to fish stocks. After a spike of aggressive rhetoric when Russia planted its flag in the Arctic seabed in 2007, Moscow has attempted to strengthen its position as a key factor in developing an international consensus concerning a region where its relative advantages are manifest, despite its diminishing military, technological, and human capacities.

The economic health of the global economy is directly tied to international energy policies, and none are more important than those of Russia, which is now the world’s largest petroleum export nation. The annexation of Crimea in 2014 and Russia’s support for military insurgency in eastern Ukraine undermined two decades of cooperation between Russia and the EU leaving both sides in a situation of reciprocal economic sanctions and political alienation. What is left of previous positive experiences and mutually beneficial interactions between the two parties? And, what new communication practices and strategies might Russia and Europe use?
