Excerpt from Testimony: Taken Before a Joint Committee of the New Jersey Legislature in the Matter of Certain Charges Against State Officials Joseph A. Beecher, who was sworn testified as follows in answer to the question of Senator Moore, as to what he knew of the charges made in the newspaper article from the Essex County Press: I do not make any charges; I am not here as an accuser; I am ready to state all I know about the article just read; I am the publisher of the newspaper in which the article just read appeared; I wrote the article shown me; I had heard rumors that exorbitant charges had been made, and protests entered by the presidents of some Newark insurance companies; I went to Mr. Heath, President of the Firemens' Fire Insurance Company; Mr. Kelsey had appointed Joseph Coult to make an examination of that company; Mr. Heath said that, knowing that exorbitant charges had been made to other companies, he had asked Coult what the Insurance Department would charge for an examination of that company; the representative of the Insurance Commissioner had told him that the charge would be five dollars per mortgage; the figures in this article are understated; at the rate charged by Mr. Kelsey the company would have to pay $4,000 for the examination; a protest was made by Mr. Heath, and some correspondence, refused to me at the time, but probably subject to this committee's subpoena, ensued between Mr. Kelsey and that gentleman; I was informed that other companies had refused to pay the extortionate charges made for such examinations by the Insurance Department; I went to the Germania Insurance Company; I learned that about the same rate had been exacted there, and that the examination for that little company had cost $1,200; I went to Messrs.
