In a world where advanced knowledge is widespread and low-cost labor is readily available, U.S. advantages in the marketplace and in science and technology have begun to erode. A comprehensive and coordinated federal effort is urgently needed to bolster U.S. competitiveness and pre-eminence in these areas. This congressionally requested report by a pre-eminent committee makes four recommendations along with 20 implementation actions that federal policy-makers should take to create high-quality jobs and focus new science and technology efforts on meeting the nation's needs, especially in the area of clean, affordable energy: 1) Increase America's talent pool by vastly improving K-12 mathematics and science education; 2) Sustain and strengthen the nation's commitment to long-term basic research; 3) Develop, recruit, and retain top students, scientists, and engineers from both the U.S. and abroad; and 4) Ensure that the United States is the premier place in the world for innovation. Some actions will involve changing existing laws, while others will require financial support that would come from reallocating existing budgets or increasing them. The activities of the Department of Defense (DOD) and its contractors in manufacturing, testing, maintaining, and disposing of military equipment make up a significant portion of the industrial processes conducted in the United States. As is the case with the commercial industries, some of these activities, such as metal plating, have resulted in industrial pollution and environmental contamination. With increasing environmental regulation of such processes in recent decades, defense facilities have been faced with growing compliance issues. Department of Defense efforts to manage, correct, and prevent these problems have included the establishment of the National Defense Center for Environmental Excellence (NDCEE) under the management of the U.S. Army Industrial Ecology Center (IEC). The National Research Council's Committee to Evaluate Transfer of Pollution Prevention Technology for the U.S. Army was formed to identify major barriers to the transfer of pollution prevention technologies and to recommend pathways to success. To address the study objectives, the committee (1) reviewed the NDCEE's technology transfer activities, (2) examined efforts to transfer technology in four areas, two of which were identified at the outset by the NDCEE as successful and two of which were identified as unsuccessful, and (3) identified opportunities for improving the transfer of pollution prevention technologies to maintenance and rework facilities in the Department of Defense and to industrial manufacturing facilities performing defense-related operations.
This paper examines U.S. export control, with particular emphasis on technology transfer as it affects our relationship with Japan. It describes the evolution of export control in the United States, including the Bucy Report, the impact of Afghanistan, and policy changes regarding the People's Republic of China. U.S. control mechanisms for critical technology currently in place are described; these include the Export Administration Regulations, the International Traffic in Arms Regulations (ITAR), and the Militarily Critical Technologies List (MCTL). The evolution of Japan's technology base and export control mechanisms are discussed, as well as its military capabilities. Japan and the United States have had different philosophies regarding export control, with the United States more likely to use controls as part of its foreign policy. However, U.S. export control policy is increasingly seen as having an important economic security aspect in addition to its national security objectives. Changes in Eastern Europe and the Soviet Union have placed the issue of export control in a new perspective. Therefore, the paper also examines in some detail the major developments in the European community which will affect the future technology environment and its relationship to national security. This paper was originally presented at a workshop of the Japan-U.S. Joint Study Group on Trade, Finance and Technology in East-West Economic Relations. A primary purpose of the paper was to enhance mutual understanding between the United States and Japan, and to facilitate the resolution of differences in the technology security arena.
On August 24-25, 2010, the National Defense University held a conference titled “Economic Security: Neglected Dimension of National Security?” to explore the economic element of national power. This special collection of selected papers from the conference represents the view of several keynote speakers and participants in six panel discussions. It explores the complexity surrounding this subject and examines the major elements that, interacting as a system, define the economic component of national security.
Based on a series of regional meetings on university campuses with officials from the national security community and academic research institutions, this report identifies specific actions that should be taken to maintain a thriving scientific research environment in an era of heightened security concerns. Actions include maintaining the open exchange of scientific information, fostering a productive environment for international scholars in the U.S., reexamining federal definitions of sensitive but unclassified research, and reviewing policies on deemed export controls. The federal government should establish a standing entity, preferably a Science and Security Commission, that would review policies regarding the exchange of information and the participation of foreign-born scientists and students in research.
The effects of the information revolution are particularly profound in the realm of national security strategy. They are creating new opportunities for those who master them. The U.S. military, for instance, is exploring ways to seize information superiority during conflicts and thus gain decisive advantages over its opponents. But the information revolution also creates new security threats and vulnerabilities. No nation has made more effective use of the information revolution than the United States, but none is more dependent on information technology. To protect American security, then, military leaders and defense policymakers must understand the information revolution. The essays in this volume are intended to contribute to such an understanding. They grew from a December 1999 conference co-sponsored by the U.S. Army War College Strategic Studies Institute and the University of Pittsburgh Matthew B. Ridgway Center for International Security Studies. The conference brought together some of the foremost members of the academic strategic studies community with representatives of the U.S. Government and U.S. military. As could be expected when examining a topic as complex as the relationship between the information revolution and national security, the presentations and discussions were far-ranging, covering such issues as the global implications of the information revolution, the need for a national information security strategy, and the role of information in U.S. military operations. While many more questions emerged than answers, the conference did suggest some vital tasks that military leaders and defense policymakers must undertake.
