Small and medium-sized enterprises (SMEs) are widely regarded as the backbone of economies and make a unique contribution to gross domestic product, exports, and employment. Yet, SMEs face multiple challenges in gaining access to finance that can fuel their growth. This publication scrutinizes the multiple factors affecting SMEs’ access to finance and the impact of credit guarantee schemes (CGSs), examines country case studies from across the globe, and highlights the financial and economic additionality of CGSs when they are rigorously setup. To support Asia and Pacific economies, the publication suggests operational policy recommendations for the key priority areas of CGSs, focusing on legal and regulatory setup, corporate governance, services offered, risk management, and monitoring.

This paper focuses on Nepal’s First Review of the Three-Year Arrangement Under the Poverty Reduction and Growth Facility (PRGF) and Request for Waiver of Performance Criteria. The difficult political and security situation notwithstanding, the PRGF-supported program is broadly on track. All quantitative targets for the first review were met, and all structural reform measures are expected to be implemented by the Board date, although some actions were completed after the target dates. For 2003/04, real GDP growth is estimated at 31⁄2 percent, in line with the program.

The Southern Economic Corridor (SEC), one of the priority economic corridors under the Greater Mekong Subregion (GMS) Economic Cooperation Program, was designated as a GMS flagship initiative in 2002. Efforts have been taken since then, but these were pursued mainly on a project-by-project basis. A series of consultations were conducted to initiate a holistic approach to the development of SEC. The strategy and action plan is the product of these and subsequent consultations with government officials, representatives of the private sector, and other stakeholders in these countries.Besides providing a vision and framework for developing SEC, this strategy and action plan is aimed at improving coordination, ensuring effective implementation, and helping the mobilization of resources and the broadening of support for SEC development. The second GMS Economic Corridors Forum, held in Phnom Penh, Cambodia on 17 September 2009, discussed and generally agreed with the directions set forth in this strategy and action plan.

The study is based on findings from rapid MSME surveys conducted from March to May 2020 in Indonesia, the Lao People’s Democratic Republic, the Philippines, and Thailand.
