Do electoral considerations play a role in the targeting of humanitarian transfers? We analyze the targeting of direct cash and food transfers distributed in Malawi in response to an exceptionally poor harvest following a late and erratic rainy season of 2015-16. Combining household survey data on transfers with a remotely sensed measure of drought and with the results of the 2014 and 2019 parliamentary elections, we show that transfers were disproportionately targeted at marginal constituencies. Rather than distributing the transfers based solely on need or mobilizing its tribal base, the government attempted to persuade swing voters to support its candidates in the next elections. We nd no evidence that this strategy was successful at increasing the vote of ruling party candidates in subsequent elections.
Drawing on a database of more than one hundred anti-poverty interventions in 47 countries, 'Targeting of Transfers in Developing Countries' provides a general review of experiences with methods used to target interventions in transition and developing countries. Written for policymakers and program managers in developing countries, in donor agencies, and in NGOs who have responsibility for designing interventions that reach the poor, it conveys what targeting options are available, what results can be expected as well as information that will assist in choosing among them and in their implementation. Key messages are: - While targeting 'works' - the median program transfers 25 percent more to the poor than would a universal allocation - targeting performance around the world is highly variable. - Means testing, geographic targeting, and self-selection based on a work requirement are the most robustly progressive methods. Proxy means testing, community-based selection of individuals and demographic targeting to children show good results on average, but with considerable variation. - Demographic targeting to the elderly, community bidding, and self-selection based on consumption show limited potential for good targeting. - There is no single preferred method for all types of programs or all country contexts. Successful targeting depends critically on how a method is implemented. Cash transfers have become a key social protection tool in developing countries and have expanded dramatically in the last two decades. However, the impacts of cash transfers programmes, especially in Sub-Saharan Africa, have not been substantially documented. This book presents a detailed overview of the impact evaluations of these programmes, carried out by the Transfer Project and FAO’s From Protection to Production project. The 14 chapters include a review of eight country case studies: Kenya, Ghana, Ethiopia, Zambia, Zimbabwe, Lesotho, Malawi, South Africa, as well as a description of the innovative research methodologies, political economy issues and good practices to design cash transfer programmes. The key objective of the book is to enhance the understanding of these development programmes, how they lead to a broad range of social and productive impacts and also of the role of programme evaluation in the process of developing policies and implementing programmes.
Social protection programs—public or private initiatives that aid the poor and protect the vulnerable against livelihood risks—can effectively be used to assist those trapped, or at the risk of being trapped, in chronic poverty. These programs aim to address chronic poverty through redistribution and protect vulnerable households from falling below the poverty line. Although investments in social protection programs are often motivated by equity concerns, they can also contribute to economic growth by, for example, encouraging savings, creating community assets, and addressing market imperfections. Despite their potential and proliferation, not enough is known about social protection programs in Africa. The 2017–2018 Annual Trends and Outlook Report (ATOR) reduces this knowledge gap by focusing on the potential of such programs on the continent and the corresponding opportunities and challenges. The chapters of the Report highlight the benefits of these programs, not only to their direct recipients but also others in the community through spillover effects. They also underscore the importance of appropriate design and sustainability to fully realize the potential of social protection programs.

In rural settings, community leaders play important roles in mobilizing resources and delivering public goods and services. However, little is known about their attributes and incentives in delivering these public goods and services. Exploiting survey, lab-in-the-field experiment, and geo-referenced data, we study the role of leaders, especially women’s leadership, and their exposure to conflict in explaining differences in cooperation among com-munity leaders in Ethiopia. We measure cooperation through a public-good experiment and examine the implications of community leaders’ characteristics. We then merge these lab-in-the field experimental data with geo-referenced data on conflict exposure to examine the implication of different types of conflict on community leaders’ cooperation behavior. We find that female leaders contribute more to public goods than their male counterparts. For example, compared to those assuming the highest official administrative responsibility in the village, women leaders contribute about 11 percent more to the public good. We also document nuanced findings that reconcile existing mixed evidence on the implication of exposure to conflict on cooperation: while conflict events that affect the whole community, such as political violence (including battles) are associated with higher cooperation, other types of conflict (e.g., demonstrations and riots) are associated with lower levels of cooperation. Finally, we identify additional predictors of cooperation among community leaders, including beliefs about other leaders’ cooperative behavior. These findings shed light on potential avenues for facilitating and fostering cooperation among community leaders.
Adaptive social protection (ASP) helps to build the resilience of poor and vulnerable households to the impacts of large, covariate shocks, such as natural disasters, economic crises, pandemics, conflict, and forced displacement. Through the provision of transfers and services directly to these households, ASP supports their capacity to prepare for, cope with, and adapt to the shocks they face—before, during, and after these shocks occur. Over the long term, by supporting these three capacities, ASP can provide a pathway to a more resilient state for households that may otherwise lack the resources to move out of chronically vulnerable situations. Adaptive Social Protection: Building Resilience to Shocks outlines an organizing framework for the design and implementation of ASP, providing insights into the ways in which social protection systems can be made more capable of building household resilience. By way of its four building blocks—programs, information, finance, and institutional arrangements and partnerships—the framework highlights both the elements of existing social protection systems that are the cornerstones for building household resilience, as well as the additional investments that are central to enhancing their ability to generate these outcomes. In this report, the ASP framework and its building blocks have been elaborated primarily in relation to natural disasters and associated climate change. Nevertheless, many of the priorities identified within each building block are also pertinent to the design and implementation of ASP across other types of shocks, providing a foundation for a structured approach to the advancement of this rapidly evolving and complex agenda.
