There can be no doubt that China’s economic and political rise is having a stronger effect on Taiwan than on any other country, given the Chinese government’s claim to sovereignty over Taiwan, and Taiwan’s quest to maintain its democratic achievements and political identity as a sovereign state. Against this background, this volume deals with the ‘bigger picture’ of evolving relations across the Taiwan Strait, departing from the observation that China’s impact on Taiwan has become stronger over the last 20 years. This book analyses the ‘China impact’ on Taiwan in terms of its social, political and security space from both an empirical and conceptual point of view. It is the first comprehensive account of China’s multifaceted impact on the politics and society of contemporary Taiwan, written by renowned scholars from Taiwan, Europe and the U.S. The book covers a wide range of topics including Taiwan’s party alignment, elections, generational politics, cross-strait political economy, immigration policy and security. The contributors, political scientists and sociologists, highlight both the dangers and the opportunities of the ‘China impact’ for Taiwan and draw a realistic picture of the island republic’s current situation and future options in the shadow of its giant neighbour. Based on qualitative and quantitative data, this volume intends to fill a gap in the Taiwan studies field by studying the ‘China impact’ on Taiwan’s politics and society systematically and from a comparative perspective. By doing so, it will be of great interest to students and scholars of Taiwan studies, and East Asian politics and society more generally.
This book is about the basis and scope of impact that Taiwan – a democracy with a population of around 23 million – has on China, the most powerful remaining Leninist state which claims sovereignty over Taiwan and has a population of over 1.3 billion. It examines how Taiwan has helped China in its economic transformation, but argues that the former exercises greatest influence through its soft power. The expert and timely contributions in this book demonstrate how Taiwan exerts real influence in China through admiration of its popular culture, be it in music or literature, as well as its reach into politics and economics. As mainland Chinese visit Taiwan, they are most impressed with civility in everyday living based on a modernized version of the traditional Chinese culture. However, discussions in the book also reveal the limits of Taiwan’s impact, as the Chinese government tightly controls the narrative about Taiwan and does not tolerate any Taiwanese posing a threat to its monopoly of power.

China’s relation to Taiwan has been in constant contention since the founding of the People’s Republic of China in October 1949 and the creation of the defeated Kuomintang (KMT) exile regime on the island two months later. The island’s autonomous sovereignty has continually been challenged, initially because of the KMT’s insistence that it continue to represent not just Taiwan but all of China—and later because Taiwan refused to cede sovereignty to the then-dominant power that had arisen on the other side of the Taiwan Strait. One thing that makes Taiwan so politically difficult and yet so intellectually fascinating is that it ­­is not merely a security problem, but a ganglion of interrelated puzzles. The optimistic hope of the Ma Ying-jeou administration for a new era of peace and cooperation foundered on a landslide victory by the Democratic Progressive Party, which has made clear its intent to distance Taiwan from China’s political embrace. China–Taiwan economic ties are now among the key factors influencing the relations between the two sides of the Taiwan Strait which is still one of the flashpoints in today’s world. This book traces the origin and the process of how so-called “cross-strait economic ties” became such a key factor in China-Taiwan relations throughout the 1990s and how this factor has affected China–Taiwan relations since then. By focusing on “Taiwan’s domestic politics” as it relates to the domestic conflicts between opposing political and economic forces in Taiwan over the political relations and economic ties across the Taiwan Strait, the book demonstrates that the growth of cross-strait economic ties since 1990 has significantly affected Taiwan’s domestic politics which in turn has had a profound impact on China–Taiwan relations. Although the growth of China–Taiwan economic ties could hardly resolve the so-called “Taiwan problem” and might even lead to some political and economic conflicts between the two sides at times, through Taiwan’s domestic politics, it has reduced the likelihood of severe confrontation, especially the military one, in the Taiwan Strait. As this book reveals, the interactions between the economic winners, the economic losers, the political parties, the government, and the general public in Taiwan’s domestic politics as a result of the growth of cross-strait economic ties have played an important role in the development of China–Taiwan relations, leading to a very confrontational situation from 1995 to 2008, a relatively peaceful Taiwan Strait from 2008 to 2016, and a “cold peace” between the two sides since 2016.

Taiwan "is becoming the most dangerous flash point in the world for a possible war that involves the United States, China, and probably other major powers," warn Robert D. In a new Council Special Report, The United States, China, and Taiwan: A Strategy to Prevent War, the authors argue that the United States should change and clarify its strategy to prevent war over Taiwan. "The U.S. strategic objective regarding Taiwan should be to preserve its political and economic autonomy, its dynamism as a free society, and U.S.-allied deterrence-without triggering a Chinese attack on Taiwan." "We do not think it is politically or militarily realistic to count on a U.S. military defeat of various kinds of Chinese assaults on Taiwan, uncoordinated with allies. Nor is it realistic to presume that, after such a frustrating clash, the United States would or should simply escalate to some sort of wide-scale war against China with comprehensive blockades or strikes against targets on the Chinese mainland." "If U.S. campaign plans postulate such unrealistic scenarios," the authors add, "they will likely be rejected by an American president and by the U.S. Congress." But, they observe, "the resulting U.S. paralysis would not be the result of presidential weakness or timidity. It might arise because the most powerful country in the world did not have credible options prepared for the most dangerous military crisis looming in front of it." Proposing "a realistic strategic objective for Taiwan, and the associated policy prescriptions, to sustain the political balance that has kept the peace for the last fifty years," the authors urge the Joe Biden administration to affirm that it is not trying to change Taiwan's status; work with its allies, especially Japan, to prepare new plans that could challenge Chinese military moves against Taiwan and help Taiwan defend itself, yet put the burden of widening a war on China; and visibly plan, beforehand, for the disruption and mobilization that could follow a wider war, but without assuming that such a war would or should escalate to the Chinese, Japanese, or American homelands. "The horrendous global consequences of a war between the United States and China, most likely over Taiwan, should preoccupy the Biden team, beginning with the president," the authors conclude.
Wang discusses the dynamics of Sino–US relations since 2008 and the implications for relations between Taiwan and both the United States and the People’s Republic of China. Ever since China surpassed Japan to become the world’s second largest economy, it has appeared to shift its policy shift from “biding our time” and a self-described “peaceful rise” toward increased assertiveness in regional and international affairs. This has only become more pronounced since the 19th Party National Congress in October 2017, when Xi Jinping reiterated his agenda for “the Chinese Dream.” In contrast, the US’s “Pivot to Asia” strategy has been widely perceived as unsuccessful.
