The Department of Defense in recent years has shifted from a focus on sizing and shaping its forces to meet specific war plans to policies based on capabilities that can be directed toward a spectrum of missions. Concurrently, the Air Force has developed new policies governing deployments. Under these policies, Air Force personnel and materiel are organized into Air and Space Expeditionary Forces (AEFs). The AEF policies specify which personnel are expected to deploy if they are needed at some time, how long those personnel will remain deployed, and when they will be expected to deploy again. This shift to capabilities-based planning and AEF deployments has dramatically changed the manner in which the Air Force organizes and deploys its forces. Given these changes, the need has arisen for new methods to assess Air Force deployment capabilities. This monograph describes a method for assessing deployment capabilities in light of the new AEF policies. This analytical approach can be used to evaluate a range of policy issues, which are described here, including expressing the deployment capabilities of the Air Force in terms of AEF policies, comparing alternative AEF policies with the current set of policies, sizing and balancing manpower positions among the combat support functional areas to meet specific deployment scenarios, and examining the impact of basing structures on the burden of deployment for Air Force personnel in certain support positions. Research for this report was completed in October 2004.

This monograph discusses U.S. Air Force progress toward implementing sense and respond logistics or, as defined more broadly, sense and respond combat support. It describes some of the research that has been conducted on the military combat support system, focusing on improvements in prediction capability, responsiveness of supply chains, and a governing command and control system. The report identifies the elements of sense and respond combat support and shows what is necessary to use the concept within the military-specifically, the Air Force. It surveys the state of technology needed to implement the concept and identifies both the technical work that needs to be further developed and the Air Force organization most appropriate to manage the implementation. The capabilities described involve predicting what will be needed and responding quickly to anticipated or unanticipated needs. The monograph points out the need for both predictive tools and responsive systems working together. A key enabler of sense and response combat support is combat support command and control, which involves joint development of a plan in which logistics process performance and resource levels are related to desired operational effects; establishment of logistics process performance and resource-level control parameters; execution of the plan and tracking of control parameters against actual process performance and resource levels; signaling process owners when their processes lie outside control limits; and replanning logistics or operational components of the plan to mitigate the portions of the plan that are outside control limits.

In March 2005 the first Space Weapons Officer Air and Space Integration Conference was held at Maxwell Air Force Base, Alabama, as a joint effort between Air Force Space Command (AFSPC) and Air Education and Training Command. As then- AFSPC commander Gen Lance Lord stated in the invitation to the cadre of space weapons officers (SWO):1 "We want to hear from the Space Weapons Officers on the best way to integrate space capabilities at the operational level of warfare. What do they think is the best way to do business? Differing views are okay. Articulate pros/cons and support with past experiences- what's worked, what hasn't." General Lord envisioned a regular event where SWOs would gather in the spirit of the Air Corps Tactical School to discuss, argue, and generate new ideas that could then be tested in war games and exercises for incorporation in doctrine, organization, strategy, tactics, and procedures. The authors of each chapter presented their ideas directly to General Lord and over a dozen general officers from around the Air Force. The entire cadre of space-officer graduates of the Air Force Weapons School at Nellis AFB, Nevada, was invited, and more than 60 attended. The SWOs presented their ideas not only to senior leadership but also to their colleagues and peers. In the Air University tradition of nonattribution, most of the ideas presented generated lively debate. In particular, a recurring theme of "normalizing" the presentation of space forces to the theater commander was greeted with approval from most SWOs, although some of the senior officers in attendance were not quite as enthusiastic. The chapters in Space Power Integration address issues across a spectrum of air- and space-integration topics at the operational level of war. Several studies argue that current space doctrine regarding organization and command relationships needs to be revised, with recommendations ranging from subtle modifications to paradigm-changing constructs. It is important to note that a major revision to Air Force Doctrine Document (AFDD) 2-2, Space Operations, was in process at the time of the conference and during the preparation of this book. As such, many of the fundamental arguments about organizing space forces to best support the theater joint force commander may have been addressed within doctrine. Doctrine does not and cannot provide extensive implementation guidance and direction; therefore, Space Power Integration provides some perspectives from space operators who have had direct responsibilities for integrating air and space power at the operational level of war.

The contributors include academics, high-level military leaders, government officials, journalists, and top executives from aerospace and defense contractors.

The important mission of countering terrorist and insurgent groups abroad requires working closely with allies and partner countries to strengthen security. Accordingly, current U.S. defense strategy emphasizes that the U.S. armed forces should do more to work "by, with, and through partners" to accomplish missions.
