What role does war play in political development? Our understanding of the rise of the nation-state is based heavily on the Western European experience of war. Challenging the dominance of this model, Blood and Debt looks at Latin America's much different experience as more relevant to politics today in regions as varied as the Balkans and sub-Saharan Africa. The book's illuminating review of the relatively peaceful history of Latin America from the late eighteenth through the early twentieth centuries reveals the lack of two critical prerequisites needed for war: a political and military culture oriented toward international violence, and the state institutional capacity to carry it out. Using innovative new data such as tax receipts, naming of streets and public monuments, and conscription records, the author carefully examines how war affected the fiscal development of the state, the creation of national identity, and claims to citizenship. Rather than building nation-states and fostering democratic citizenship, he shows, war in Latin America destroyed institutions, confirmed internal divisions, and killed many without purpose or glory.
The growth of institutional capacity in the developing world has become a central theme in twenty-first-century social science. Many studies have shown that public institutions are an important determinant of long-run rates of economic growth. This book argues that to understand the difficulties and pitfalls of state building in the contemporary world, it is necessary to analyze previous efforts to create institutional capacity in conflictive contexts. This book traces the impact of exile in the formation of independent republics in Chile and the Río de la Plata in the decades after independence. Exile was central to state and nation formation, playing a role in the emergence of territorial borders and Romantic notions of national difference, while creating a transnational political culture that spanned the new independent nations. Analyzing the mobility of a large cohort of largely elite political émigrés from Chile and the Río de la Plata across much of South America before 1862, Edward Blumenthal reinterprets the political thought of well-known figures in a transnational context of exile. As Blumenthal shows, exile was part of a reflexive process in which elites imagined the nation from abroad while gaining experience building the same state and civil society institutions they considered integral to their republican nation-building projects.

No one in Latin American historiography has paid more attention to questions related to the emergence of nations than Jose Carlos Chiaramonte. Reflecting on eighteenth- and nineteenth-century uses of the concept of nation in Europe and the Americas, Chiaramonte argues that historical questions related to the term "nation" derive from its changing meaning in different contexts. State Building in Latin America diverges from existing scholarship in developing explanations both for why state-building efforts in the region emerged and for their success or failure. First, Latin American state leaders chose to attempt concerted state-building only where they saw it as the means to political order and economic development. Fragmented regionalism led to the adoption of more laissez-faire ideas and the rejection of state-building. With dominant urban centers, developmentalist ideas and state-building efforts took hold, but not all state-building projects succeeded. The second plank of the book's argument centers on strategies of bureaucratic appointment to explain this variation. Filling administrative ranks with local elites caused even concerted state-building efforts to flounder, while appointing outsiders to serve as administrators underpinned success. Relying on extensive archival evidence, the book traces how these factors shaped the differential development of education, taxation, and conscription in Chile, Colombia, Mexico, and Peru.
The catalyst for this book is the fact that noted sociologist Charles Tilly, upon his death in 2008, left one completed chapter of an unfinished manuscript entitled “Cities, States, and Trust Networks,” examining the relationships between cities and nation-states over the sweep of history, and in particular the role of trust networks in mediating this relationship. Though this was the catalyst, the book serves a broader purpose: to survey recent frontier work on cities, nation-states, and the relations between the two in historical and contemporary perspective. Essays in the book will address four main themes: city-state relations, trust networks and commitment, democracy and inequality, and the importance of historical legacies in shaping state structures, practices, and capacities. They will be global in scope, with research on the United States, Latin America, Europe, Asia, and Africa; a number of the pieces will be comparative. They will also be interdisciplinary, including works of geography, history, political science, sociology, urban planning. The book addresses several confluent needs of readers. One is to simply update themes addressed in earlier edited work such as Bringing the State Back In (1985). A second is to bring together current thinking about cities on the one hand and nation-states on the other, literatures that are often segregated from each other. A third is to perform those two purposes in a way that is global in scope and combines both historical and current analyses, to pull together insights from the full range of human experience.
In Latin America, where even today writing has remained a restricted form of expression, the task of generating consent and imposing the emergent nation-state as the exclusive form of the political, was largely conferred to the image. Furthermore, at the moment of its historical demise, the new, 'postmodern' forms of sovereignty appear to rely even more heavily on visual discourses of power. However, a critique of the iconography of the modern state-form has been missing. This volume is the first concerted attempt by cultural, historical and visual scholars to address the political dimension of visual culture in Latin America, in a comparative perspective spanning various regions and historical stages. The case studies are divided into four sections, analysing the formation of a public sphere, the visual politics of avant-garde art, the impact of mass society on political iconography, and the consolidation and crisis of territory as a key icon of the state. Jens Andermann is a Lecturer in Latin American Studies at Birkbeck College, London, and co-editor of the Journal of Latin American Cultural Studies. Among his publications are Mapas de poder: una arqueología literaria del espacio argentino (Rosario, 2000) and articles for major journals in Argentina, Brazil, Europe and the US. William Rowe is Anniversary Professor of Poetics at Birkbeck College, London. His book Memory and Modernity: Popular Culture in Latin America (London, 1991) has been translated into several languages. His most recent works, apart from translations of a wide range of Latin American poetry, are Poets of Contemporary Latin America: History and the Inner Life (Oxford, 2000) and Ensayos vallejianos (Berkeley and Lima, 2006).
