This technical paper presents three major sets of information resource: (i) five case studies from five Asian countries, (ii) the synthesis of the case studies and (iii) the report of the regional workshop that reviewed the case studies and the draft synthesis of the case study reports, provided additional science-based, professional, and experiential information, and developed recommendations to strengthen, empower and sustain organizations of small-scale fish farmers and related aquaculture-based enterprises.
This review provides an overview of the status, trends, challenges and projections for aquaculture in sub-Saharan Africa (SSA) and evaluates the major trends during previous five years. While the sector still faces various internal and external challenges, the inherent natural potential of the region and rapidly increasing demand for fish has resulted in increased prioritization of aquaculture in almost all SSA countries and the African Union and subsidiary bodies have given special attention to the sector development. In order to realize its full potential, the SSA region needs to address a combination of overarching factors limiting aquaculture development so far, such as ineffective development approaches, weak governance frameworks, underdeveloped value chains and low availability as well as the high cost of key production inputs. Strengthened value chains for tilapia and catfish, promotion of new species, improved biosecurity, continued development of certification and associated harmonized best practices, improved information systems and innovations to address climate-change related impacts are some of the matters to be addressed. Financial institutions and private sector (national and international) have equally started investing, even though in the global picture such interventions may seem negligible, which makes the continent to call for more and higher levels technical and financial assistance from international partners. Upscale the status of production and productivity via healthy investments would help the sector to generate a variety of benefits including food security, livelihoods, employment, domestic and intra-regional markets, foreign currency income and other socio-economic benefits.
Carried out in September–November 2017, this case study of the Binmaley Rural Improvement Club (BRIC) illustrates the process of building organized producers’ capacity to access markets or create a market for, and actively participate in the value chain of their products. It describes the relations of the association with the value chain actors that have a direct role in their farming and processing enterprises and the agencies that have provided assistance. The aim is to identify the factors that have enabled the small aquaculture producers’ organization to become an effective actor in the value chain of their products. The case describes the history of the association and its organizational features. Special attention is given to the development of their processing venture from a few simple products to a variety of higher value product forms, and the evolution of their marketing strategy.
The 2022 edition of The State of World Fisheries and Aquaculture coincides with the launch of the Decade of Action to deliver the Global Goals, the United Nations Decade of Ocean Science for Sustainable Development and the United Nations Decade on Ecosystem Restoration. It presents how these and other equally important United Nations events, such as the International Year of Artisanal Fisheries and Aquaculture (IYAFA 2022), are being integrated and supported through Blue Transformation, a priority area of FAO’s new Strategic Framework 2022–2031 designed to accelerate achievement of the 2030 Agenda for Sustainable Development in food and agriculture. The concept of Blue Transformation emerged from the Thirty-fourth Session of the FAO Committee on Fisheries in February 2021, and in particular the Declaration for Sustainable Fisheries and Aquaculture, which was negotiated and endorsed by all FAO Members. The Declaration calls for support for “an evolving and positive vision for fisheries and aquaculture in the twenty first century, where the sector is fully recognized for its contribution to fighting poverty, hunger and malnutrition.” In this context, Part 1 of this edition of The State of World Fisheries and Aquaculture reviews the world status of fisheries and aquaculture, while Parts 2 and 3 are devoted to Blue Transformation and its pillars on intensifying and expanding aquaculture, improving fisheries management and innovating fisheries and aquaculture value chains. Blue Transformation emphasizes the need for forward-looking and bold actions to be launched or accelerated in coming years to achieve the objectives of the Declaration and in support of the 2030 Agenda. Part 4 covers current and high-impact emerging issues – COVID-19, climate change and gender equality – that require thorough consideration for transformative steps and preparedness to secure sustainable, efficient and equitable fisheries and aquaculture, and finally draws some outlook on future trends based on projections. The State of World Fisheries and Aquaculture aims to provide objective, reliable and up-to-date information to a wide audience – policymakers, managers, scientists, stakeholders and indeed everyone interested in the fisheries and aquaculture sector.
Fish, molluscs, crustaceans and aquatic plants are fundamental, essential and indispensable foods eaten by people around the world as part of healthy diets, cultural heritage and culinary tradition. Small-scale artisanal fisher and fish farmers produce a large portion of this food. The International Year of Artisanal Fisheries and Aquaculture (IYAFA) 2022 was an opportunity to highlight the importance of small-scale artisanal fisheries and aquaculture for our food systems, livelihoods, culture and the environment. This report provides a summary overview of the objectives, activities and recommendations of the IYAFA 2022. It aims to motivate relevant stakeholders to ensure that the end of the Year is the beginning of a new era of support for small-scale fisheries and aquaculture.
The 2020 edition of The State of World Fisheries and Aquaculture has a particular focus on sustainability. This reflects a number of specific considerations. First, 2020 marks the twenty-fifth anniversary of the Code of Conduct for Responsible Fisheries (the Code). Second, several Sustainable Development Goal indicators mature in 2020. Third, FAO hosted the International Symposium on Fisheries Sustainability in late 2019, and fourth, 2020 sees the finalization of specific FAO guidelines on sustainable aquaculture growth, and on social sustainability along value chains. While Part 1 retains the format of previous editions, the structure of the rest of the publication has been revised. Part 2 opens with a special section marking the twenty fifth anniversary of the Code. It also focuses on issues coming to the fore, in particular, those related to Sustainable Development Goal 14 and its indicators for which FAO is the “custodian” agency. In addition, Part 2 covers various aspects of fisheries and aquaculture sustainability. The topics discussed range widely, from data and information systems to ocean pollution, product legality, user rights and climate change adaptation. Part 3 now forms the final part of the publication, covering projections and emerging issues such as new technologies and aquaculture biosecurity. It concludes by outlining steps towards a new vision for capture fisheries. This is the report of the Expert Consultation on the Proposed Sub-Committee on Aquaculture of the Committee on Fisheries, held at the request of the 23rd Session of COFI in the FAO Regional Office for Asia and the Pacific, Bangkok, Thailand, from 28 to 29 February 2000. The expert consultation confirmed that the growing importance of aquaculture, including culture-based fisheries, and its interactions justified a focused global intergovernmental mechanism to provide the opportunity for information exchange, discussion and consensus-building among the various parties interested in aquaculture development and to establish an efficient means of advising and guiding COFI and FAO. The consultation concluded that establishment of such a subcommittee would be in line with FAO Conference Resolution 13/97 and that the expenditure of funds for the subcommittee would be justified. They identified the major issues and six key priority areas that need to be addresse, emphasizing that the role of aquaculture for enhancing food security and economic development in FAO member countries was a primary priority.

The Farmer Field School (FFS) has been one of the most successful approaches developed and promoted by FAO over the past three decades, empowering farmers to become better decision makers in their own farming systems. Initiated by FAO in 1989, and subsequently adopted by many other organizations and institutions, the FFS programs constitute one of the most important “results of the collective action of millions of small-scale farmers” that FAO has supported. FFS is an interactive and participatory learning by doing approach that offers farmers, pastoralists, fisherfolks, foresters and their communities a place where they can learn from each other,share experiences, co-create knowledge and try new ways of doing. Participants enhance their understanding of agro-ecosystems, resulting in production systems that are more resilient and optimize the use of available resources. FFS aims to improve farmers’ livelihoods and recognize their role as innovators and guardians of natural environments. FFS has attained plenty of outstanding achievements in all aspects of agriculture and rural development.
