This publication is a revision of IAEA-TECDOC-1212 which primarily focused on enhancing the utilization of existing research reactors. This updated version also provides guidance on how to develop and implement a strategic plan for a new research reactor project and will be of particular interest for organizations which are preparing a feasibility study to establish such a new facility. This publication will enable managers to determine more accurately the actual and potential capabilities of an existing reactor, or the intended purpose and type of a new facility. At the same time, management will be able to match these capabilities to stakeholders/users' needs and establish the strategy of meeting such needs. In addition, several annexes are presented, including some examples as clarification to the main text and ready-to-use templates as assistance to the team drafting a strategic plan.
Providing a comprehensive overview of project management for the construction of research reactors, this publication gives guidance to Member States on the best practices that will assist in the realization of that phase of a research reactor deployment project. Member States planning to embark on a research reactor program together with a nuclear power program may also refer to this publication to ensure that the approach and methodology for the implementation of both is harmonized, efficient and effective.
The assessment approach described in this publication provides a comprehensive means to determine the status of the infrastructure conditions relevant to all issues detailed in IAEA Nuclear Energy Series No. NP-T-5.1, Specific Considerations and Milestones for a Research Reactor Project. This approach can be used by any interested Member State for self-assessment to identify weaknesses and to determine the additional work needed to develop its national nuclear infrastructure for research reactor programme to an appropriate level. Member States planning to embark on both a research reactor programme and a nuclear power programme, may refer to this publication to ensure that the approach and methodology for the implementation of both programmes is harmonized, efficient and effective.
Various nuclear techniques have led to opportunities to enhance quality of life through services offered by ionizing radiation facilities (IRFs). National nuclear institutions, universities, medical centres, and private companies have established and used IRFs not only for research and development purposes but also for the provision of commercial services and goods. This publication provides guidance for organizations and institutions working on IRF projects to enable them to undertake them in a well-organized manner. It includes considerations for a feasibility study, provides detailed methodologies on how to assess the status of the necessary infrastructure, and aims to help Member States as well as their respective organizations to understand their commitments and obligations associated with an IRF project. This book summarizes the current state of research on strategic planning and offers an agenda for future research. The book edition comes with a new introduction that argues that strategising by public, non-profit and business organisations should be a major focus of research.
