This study was performed for Nordsyn sponsored by Nordic Council of Ministers. The aim was to analyse if the energy labels of air-to-air heat pumps give consumers in Nordic countries sufficient information on energy performance, since declared performance was suspected to be higher than in reality. Due to very few field measurements available, this suspicion could not be confirmed nor rejected. It was found that many heat pumps are declared for lower capacities compared to their intended use in the Nordic countries, to obtain a higher SCOP value on the energy label. Market surveillance tests show that it has become rarer that heat pumps defrost during the laboratory tests. Altogether the study shows that the current energy label does not give clear guidance to the consumer. Recommendations for field measurements as well as suggestions for standard and regulation developments are given.
The study presented in this report has been performed for Nordsyn sponsored by the Nordic Council of Ministers. The aim of this study was to analyse if the information given on the energy labels of air-to-water heat pumps give consumers in Nordic countries sufficient information on energy performance. When comparing results from field measurements to declared values, it shows the declared values are usually better than the field data, especially in countries with humid climate. There could be several reasons for this deviation as non-optimal installations, bypass of control systems, old field data etc. The suspicion that the deviation is due to that the standard tests do not take humidity sufficiently into account could not be proved nor fully dismissed. Recommendations are given on how this could be further investigated, including field measurements in Nordic countries.

The Nordic Region wants to be the most sustainable and integrated region in the world by 2030, and that is also the overall vision for co-operation on energy. A green transition of the Nordic societies will not be possible without a substantial green energy transition. As the Nordic energy systems are closely linked, working together on joint initiatives will lead to a green transition that is more cost-effective and socially sustainable than if the countries were each to achieve the goals individually. In 2020, the Nordic Council of Ministers for Energy Policy (MR-E) adopted seven focus areas as input into the action plan for Our Vision 2030. These will structure Nordic energy co-operation during the period covered by the programme and be at the heart of all of the work: - The green transition of the energy sector - Closer collaboration on research to aid the green transition - Nordic co-operation in the electricity market - Energy efficiency, technology and behavioural change - Working together on EU/EEA-related energy questions - Social acceptance of new energy plants and the green transition - The green transition of the transport sector.

The report provides input to a Nordic strategy on how to address consumer flexibility in a cost-efficient manner. The main recommendation is to focus on increased market efficiency in general and not promote specific measures on the demand side unless market failures are identified. Even so, it’s recommended that standard data formats on price signals to small consumers should be further assessed.
Available online: http://norden.diva-portal.org/smash/record.jsf?pid=diva2:1452437 The project developed Green Public Procurement (GPP)criteria for environmentally friendly alternatives in the Refrigeration & Air Conditioning (RAC) sector. The problem with sector in the Nordic countries is that it contains large installed amounts of very strong climate gases, the HFCs. The total Nordic installed amount in 2018 is estimated to be approx. 43.5 million tons CO2 eqv. A market study roughly estimates that appr. 10 % are publicly owned installations. The project has formulated green procurement criteria for 25 product categories, based on screening data of the current technology stage for low GWP refrigerants and energy efficiency in different RAC product categories. The criteria can be directly inserted into tender documents. The overall conclusion is that natural refrigerants are applicable for most RAC products at equal cost and can be used as a selection criteria in GPP.
