"More than half the world's population lives in cities; by 2050, it will be more than 75%. Cities are often the economic, cultural, and political drivers of states, and of globalization more generally. Yet, constitutionally-speaking, there has been little to no consideration of cities (and especially megacities, with populations exceeding those of many of the world's countries) as discrete or distinct constitutional or federal entities, with political identities and economic needs that often differ from rural regions or so-called "hinterlands." This book intends to taxonomize the constitutional relationship between states and (mega)cities and theorize a way forward for considering the role of the city in future. In six chapters and a conclusion, the book considers the reason for this "constitutional blind spot," the relationship between cities and hinterlands (the center/periphery divide), constitutional mechanisms for dealing with regional differences, a comparative constitutional analysis of urban-center autonomy, and recent and future innovations in city governance"--

In a rapidly urbanizing and globalized world, cities have been the epicentres of COVID-19 (coronavirus). The virus has spread to virtually all parts of the world; first, among globally connected cities, then through community transmission and from the city to the countryside. This report shows that the intrinsic value of sustainable urbanization can and should be harnessed for the wellbeing of all. It provides evidence and policy analysis of the value of urbanization from an economic, social and environmental perspective. It also explores the role of innovation and technology, local governments, targeted investments and the effective implementation of the New Urban Agenda in fostering the value of sustainable urbanization.
The city is the home of prosperity. It is the place where human beings find satisfaction of basic needs and access to essential public goods. The city is also where ambitions, aspirations and other material and immaterial aspects of life are realized, providing contentment and happiness. It is a locus at which the prospects of prosperity and individual and collective well-being can be increased. However, when prosperity is restricted to some groups, when it is used to pursue specific interests, or when it is a justification for financial gains for the few to the detriment of the majority, the city becomes the arena where the right to shared prosperity is claimed and fought for. As people in the latter part of 2011 gathered in Cairo’s Tahrir Square, in Madrid’s Puerta del Sol, in front of London’s St Paul’s cathedral, or in New York’s Zuccotti Park, they were not only demanding more equality and inclusion; they were also expressing the need for prosperity to be shared across all segments of society. What this new edition of State of the World’s Cities shows is that prosperity for all has been compromised by a narrow focus on economic growth. UN-Habitat suggests a fresh approach to prosperity beyond the solely economic emphasis, including other vital dimensions such as quality of life, adequate infrastructures, equity and environmental sustainability. The Report proposes a new tool – the City Prosperity Index – together with a conceptual matrix, the Wheel of Prosperity, both of which are meant to assist decision makers to design clear policy interventions. The Report advocates for the need of cities to enhance the public realm, expand public goods and consolidate rights to the 'commons' for all as a way to expand prosperity. This comes in response to the observed trend of enclosing or restricting these goods and commons in enclaves of prosperity, or depleting them through unsustainable use. The Report maps out major policy steps to promote a new type of city – the city of the twenty-first century – that is a 'good', people-centred city. One that is capable of integrating the tangible and more intangible aspects of prosperity, and in the process shedding off the inefficient, unsustainable forms and functionalities of the city of the previous century. By doing this, UN-Habitat plays a pivotal role in ensuring that urban planning, legal, regulatory and institutional frameworks become instruments of prosperity and well-being.
While the view that only states act as global actors is conventional, significant diplomatic and cross-cultural activity is taking place in cities today. Economic growth and fiscal experiments all occur in urban contexts. Political reforms, social innovation, and protests and revolutions generate in cities. Criminal activities, terrorist actions, counterinsurgency, missile attacks (indeed, atomic bombs), and wars are centered in big cities. They are sources of global pollution as well as of environmental transformations such as urban gardening. Knowledge production, big data collection, and tech innovation all spur from intense interaction in cities. They are the meeting points between different cultures, religions, and identities. These increasingly international cities develop twinning networks and projects, share information, sign cooperation agreements, contribute to the drafting of national and international policies, provide development aid, promote assistance to refugees, and do territorial marketing through decentralized city-city or district-district cooperation. Cities do what “municipalities” used to do many centuries ago: they cooperate but also enter into intense competitive dynamics. To understand current sociopolitical dynamics on a planetary level, we need to have two mental maps in mind: the state-centered map and the nonstate centered map. We must take into account the existence of a complex diplomatic regime based on different overlapping levels—the urban and the state.
Legacy cities, also commonly referred to as shrinking, or post-industrial cities, are places that have experienced sustained population loss and economic contraction. In the United States, legacy cities are those that are largely within the Rust Belt that thrived during the first half of the 20th century. In the second half of the century, these cities declined in economic power and population leaving a legacy of housing stock, warehouse districts, and infrastructure that is ripe for revitalization. This volume explores not only the commonalities across legacy cities in terms of industrial heritage and population decline, but also their differences. Legacy Cities poses the questions: What are the legacies of legacy cities? How do these legacies drive contemporary urban policy, planning and decision-making? And, what are the prospects for the future of these cities? Contributors primarily focus on Cleveland, Ohio, but all Rust Belt cities are discussed.

Nearly 4,000 cities on our planet today have populations of 100,000 people or more. We know their names, locations, and approximate populations from maps and other data sources, but there is little comparable knowledge about all these cities, and none that can be described as rigorously scientific. The Planet of Cities together with its companion volume, the Atlas of Urban Expansion, contributes to developing a science of cities based on studying all these cities together—not in the abstract, but with a view to preparing them for their coming expansion. The book puts into question the main tenets of the familiar Containment Paradigm, also known as smart growth, urban growth management, or compact city, that is designed to contain boundless urban expansion, typically decried as sprawl. It examines this paradigm in a broader global perspective and shows it to be deficient and practically useless in addressing the central questions now facing expanding cities outside the United States and Europe. In its place Shlomo Angel proposes to revive an alternative Making Room Paradigm that seeks to come to terms with the expected expansion of cities, particularly in the rapidly urbanizing countries in Asia and Africa, and to make the minimally necessary preparations for such expansion instead of seeking to contain it. This paradigm is predicated on four propositions:1. The expansion of cities that urban population growth entails cannot be contained. Instead we must make adequate room to accommodate it.2. City densities must remain within a sustainable range. If density is too low, it must be allowed to increase, and if it is too high, it must be allowed to decline.3. Strict containment of urban expansion destroys the homes of the poor and puts new housing out of reach for most people. Decent housing for all can be ensured only if urban land is in ample supply.4. As cities expand, the necessary land for public streets, public infrastructure networks, and public open spaces must be secured in advance of development.The first part of the book explores planetary urbanization in a historical and geographical perspective, to establish a global perspective for the study of cities. It confirms that we are in the midst of an urbanization project that started in earnest at the beginning of the nineteenth century, has now reached its peak with half the world population residing in urban areas, and will come to a close, possibly by the end of this century, when most people who want to live in cities will have moved there. This realization lends urgency to the call for preparing for urban expansion now, when the urbanization project is still in full swing, rather than later, when it would be too late to make a difference.The second part of the book seeks to deepen our understanding and thus lessen our fear of urban expansion by providing detailed quantitative answers to seven sets of questions regarding the dimensions and attributes of urban expansion:1. What are the extents of urban areas everywhere and how fast are they expanding over time?2. How dense are these urban areas and how are urban densities changing over time?3. How centralized are the residences and workplaces in cities and do they tend to disperse to the periphery over time? 4. How fragmented are the built-up areas of cities and how are levels of fragmentation changing over time?5. How compact are the shapes of urban footprints and how are their levels of compactness changing over time?6. How much land would urban areas require in future decades?7.
