The annual Global Civil Society Yearbooks provide an indispensable guide to global civil society or civic participation and action around the world. The 2009 Yearbook explores the framings, strategies and impacts of a range of actors on poverty and its alleviation. India’s party system has been under flux, transformation and reconfiguration since the end of the 1980s. By the time the sun set on the twentieth century, the party system in India had developed a plurality of national and regional levels and following several experiences in fits and starts, coalition making among the parties too stabilized at the national level. The dawn of twenty first century thus witnessed a federalized party system in place, where coalition making and cohabitation amongst the parties stabilized at both national and regional levels. As a result, since 1999 India has had two completing governments completing their full term at the national level; the third, UPA II, has completed four years, and despite hiccups is likely to complete its full term till mid-2013. However, the party system in the country has turned competitive and several trajectories of alternation are being attempted by parties and leaders, making the emerging political situation fluid. The volume attempts to capture the emerging trajectories of the party system in India in the second decade of the twenty first century with seventeen essays written specially for this volume by scholars who met several times to discuss and formulate questions and critique each other’s drafts. Overall, the volume provides an incisive and comprehensive analysis of the far-reaching changes that India’s political parties and party system are undergoing. It looks into the institutional dimensions, processes and agenda, federal manifestations, transitions (including generational change) and extraneous influences brought in by globalization, Indian Diaspora and the impact of new media technology. This study examines the political sources of violence against religious minorities in India. Focusing on Hindu organizations that have asserted dominance over religious minorities, particularly since the late 1980s, Amrita Basu questions the common assumption that Hindu-Muslim violence is inevitable.
We, the people of India, have adopted a written Constitution which has created an independent judiciary having the power of judicial review. While exercising this power, the judiciary not only acts as a guardian of the Constitution and its values, but also protects us from illegality, arbitrariness, malafides and corruption of other organs of the State. Therefore, in order to perform these functions the judiciary in India, since the adoption of the Constitution has been enjoying the highest degree of independence and has been held least accountable. This system has been adopted in the Constitution with the objective to achieve the concept of Justice as enshrined in the Preamble. It is pertinent to note that initially the judiciary had responded appropriately to achieve this object but, in due course of time, the Indian Judiciary under the guise of judicial activism, has shifted its focus in addition to delivering Justice, to governing the nation and its policies.
Much writing on politics in Asia revolves around the themes of democracy and democratisation with a particular focus on political systems and political parties. This book, on the other hand, examines the role that parliaments – a key institution of democracy – play in East, Southeast and South Asia including Taiwan and Hong Kong. Parliaments in these locations function in a variety of historical, political and socio-economic circumstances with different implications for institution building and political development. This book examines questions like how accessible, representative, transparent, accountable and effective are parliaments? To what extent are parliaments able to hold other political actors to account or how far are they constrained by the political environment in which they operate? Going further, this book considers how new media such as the Internet and other social platforms, through providing avenues for individuals to articulate their views separate from official channels, are influencing the ways parliaments work. To stay relevant, parliamentarians need to reach out and engage these individuals in formulating, deciding and fine-tuning policies. In the information age, being a parliamentarian has become more challenging and how a parliamentarian copes with this change will shape the nature and pace of political development.
This issues paper aims to evaluate the link between economic exclusion and discrimination against ethnic, religious and linguistic minorities and indigenous peoples. Non-discrimination is one of the most fundamental human rights recognized in international law and most national constitutions, yet discrimination against minorities persists. This implies huge costs for individuals and communities that are discriminated against and society in general. Although, as the authors of this paper point out, there are difficulties over definitions and data limitations, there is evidence to show that – across diverse regions – minorities and indigenous peoples experience higher levels of poverty, less access to education, health care and basic services, and have fewer employment opportunities than the general population. Hence minorities and indigenous peoples are more likely to suffer economic – and social and political – exclusion than other groups. Development actors do not well understand the relationship between discrimination and poverty. This paper argues that discrimination is an important element in economic exclusion and must be addressed to establish sustainable development.
