This report explores whether farm assets determine the participation of smallholder dairy farmers in sales to Milk Collection Centres (MCC) and how their duration as MCC suppliers affects their accumulation of farm capital and technology. A survival analysis approach used constructed panel data for dairy farmers over a 12-year period. Participation in MCC value chains is found to be determined by location, training and cooperative membership, thus having a mixed effect on the inclusion of smallholder producers. Duration as an MCC supplier is correlated with accumulation of capital and changes in technology. The implications are that policy-makers need to facilitate smallholder farmers in engaging in collective action and accessing modern infrastructure.

This book presents a comprehensive framework for assessing the impacts of changing agri-food systems on smallholder farmers, recognizing the importance of heterogeneity between developing countries as well as within them. The book includes a number of case studies from Asia, Africa, Latin America and Eastern Europe, which are used to illustrate differences in food systems' characteristics and trends. This publication examines the processes and impact of market restructuring through comparative in-depth empirical case studies in selected Asian countries, namely, China,India, Indonesia, Philippines, Sri Lanka and Thailand. These countries represent both a broad geographic coverage and a range of stages of market concentration in the region. The country papers address important questions such as what determines the participation of producers in different channels, what is the impact of farmer participation on incomes and what institutional, technological, economic and other reforms are necessary to enhance their effective participation in the emerging and restructuring markets.The case studies attempt to identify major factors that affect smallholder producers’ access to output markets, input markets, e.g. seeds, fertilizers, agrochemicals, technology and services such as credit, extension, insurance. Each case study has tried to analyse one specific innovation and these innovations are specific arrangements built on public policies, business initiatives, collective/group action by small-scale producers, etc. that appear to have played a positive role in supporting greater inclusion. The studies aim to derive models, strategies and policy principles to guide public and private sector players in promoting greater participation of small-scale producers in dynamic markets.
Food systems are at a critical juncture—they are evolving quickly to meet growing and changing demand but are not serving everyone’s needs. Building more inclusive food systems can bring a wide range of economic and development benefits to all people, especially the poor and disadvantaged. IFPRI’s 2020 Global Food Policy Report examines the policies and investments and the growing range of tools and technologies that can promote inclusion. Chapters examine the imperative of inclusion, challenges faced by smallholders, youth, women, and conflict-affected people, and the opportunities offered by expanding agrifood value chains and national food system transformations. Critical questions addressed include: How can inclusive food systems help break the intergenerational cycle of poverty and malnutrition? \What can be done to strengthen the midstream of food value chains to improve rural access to jobs, markets, and services? Will Africa’s food systems generate sufficient jobs for the growing youth population? How can women be empowered within food system processes, from household decisions to policymaking? Can refugees and other conflict-affected people be integrated into food systems to help them rebuild their lives? How can national food system transformations contribute to greater dietary diversity, food safety, and food quality for all? Regional sections look at how inclusion can be improved around the world in 2020 and beyond. The report also presents interesting trends revealed by IFPRI’s food policy indicators and datasets.
While agricultural value chains are rapidly evolving (Reardon, 2015; Reardon et al., 2021; Barrett et al., 2022), research attention has increasingly taken notice of the important role played by actors in the ag ricultural midstream. The agricultural midstream consists of activities that take place after production but before final sale to consumers, with existing literature highlighting transportation, trading/wholesaling, processing/packaging, and storage as key activities (Reardon, 2015; Ambler et al., 2022a). However, even as research on the agricultural midstream has been growing, little is known about the poten tial financial needs or capabilities of midstream actors (Ambler et al., 2022a; Bellemare et al., 2021; Reardon and Minten, 2021). If midstream actors face meaningful financial constraints in growing their businesses, it can hinder employment opportunities, increase consumer food prices, depress agricul tural producer prices, or constrain growth more broadly.
The COVID-19 pandemic exposed the vulnerability of agrifood systems to shocks and stresses and led to increased global food insecurity and malnutrition. Action is needed to make agrifood systems more resilient, efficient, sustainable and inclusive. The State of Food and Agriculture 2021 presents country-level indicators of the resilience of agrifood systems. The indicators measure the robustness of primary production and food availability, as well as physical and economic access to food. They can thus help assess the capacity of national agrifood systems to absorb shocks and stresses, a key aspect of resilience. The report analyses the vulnerabilities of food supply chains and how rural households cope with risks and shocks. It discusses options to minimize trade-offs that building resilience may have with efficiency and inclusivity. The aim is to offer guidance on policies to enhance food supply chain resilience, support livelihoods in the agrifood system and, in the face of disruption, ensure sustainable access to sufficient, safe and nutritious food to all.
Using sustainable food value chain development (SFVCD) approaches to reduce poverty presents both great opportunities and daunting challenges. SFVCD requires a systems approach to identifying root problems, innovative thinking to find effective solutions and broad-based partnerships to implement programmes that have an impact at scale. In practice, however, a misunderstanding of its fundamental nature can easily result in value-chain projects having limited or non-sustainable impact. Furthermore, development practitioners around the world are learning valuable lessons from both failures and successes, but many of these are not well disseminated. This new set of handbooks aims to address these gaps by providing practical guidance on SFVCD to a target audience of policy-makers, project designers and field practitioners. This first handbook provides a solid conceptual foundation on which to build the subsequent handbooks. It (1) clearly defines the concept of a sustainable food value chain; (2) presents and discusses a development paradigm that integrates the multidimensional concepts of sustainability and value added; (3) presents, discusses and illustrates ten principles that underlie SFVCD; and (4) discusses the potential and limitations of using the value-chain concept in food-systems development. By doing so, the handbook makes a strong case for placing SFVCD at the heart of any strategy aimed at reducing poverty and hunger in the long run.
The way food systems have evolved over past decades means that they now face major risks, which in turn threaten the future of food systems themselves. Food systems have seriously contributed to climate change, environmental destruction, overexploitation of natural resources and pollution of air, water and soils. Despite the global average improvement in calorie production and major development of the food and agricultural product markets, huge inequalities in food access and repartition of the added value have emerged, leading to new serious nutritional and social problems. Based on a review of the most recent scientific knowledge, this report emphasizes Low-Income and Lower Middle-Income countries where the population faces greater challenges than elsewhere. Different threats are adding up and there are few options to adapt or mitigate these combinations of risks. This is a call for all those - businesses, policy makers, consumers, funding agencies - who are engaged in food systems transformations to bear in mind their systemic aspects and their multiple outcomes and risks in order to be able to fashion more sustainable and equitable food systems. This report was prepared and coordinated by the Centre de coopération internationale en recherche agronomique pour le développement (CIRAD), and is a joint production with the Food and Agriculture Organization of the United Nations (FAO) and the European Commission’s Directorate-General for International Cooperation and Development (DG DEVCO). The scientific report hereunder takes stock of the current and future risks and challenges as regards to food systems.
One of the major knowledge challenges in the domain of Resilient and Sustainable Food Systems refers to the integration of perspectives on consumption, patterns that support public health, inclusive value chains, and environmentally sustainable food production. While there is a long record of the analysis of separate interventions, this special issue generates integrated insights, provides cross-cutting perspectives, and outlines practical and policy solutions that address these global challenges.The collection of papers promotes the view that sustainable food systems require thorough insights into the structure and dynamics of agri-food production systems, the drivers for integrating food value chains and markets, and key incentives for supporting healthier consumer choices. On the production side, potential linkages between agricultural commercialization and intensification and their effects for food security and nutritional outcomes are analyzed. Value Chains are assessed for their contribution to improving exchange networks and markets for food products that simultaneously support efficiency, circularity, and responsiveness. Individual motives and market structures for food consumption need to be understood in order to be able to outline suitable incentives to enhance healthy dietary choice.The contributed papers focus on interfaces between food system activities and processes of adaptive change that are critical for overcoming key constraints and trade-offs between sustainable food and healthy diets.
Traditional and indigenous food systems have existed for centuries and were in balance with local food supplies, globally. However, between the mid 20th and early 21st century the green revolution dramatically altered food production, which in turn affected the inclusivity of traditional production systems within food systems and subsequently, traditional dietary intakes. This change was accompanied by lifestyle changes and spurred a global nutrition transition. Today the world faces a global syndemic of obesity, undernutrition, and climate change. A new call to action to create food systems that nourish people and sustain the planet is needed. Traditional and indigenous food systems have long been recognized as systems that can both support good human nutrition as well as maintain a balance with nature. There is an underutilized knowledge base around traditional and indigenous food systems. This includes the knowledge of nutritious species, traditional culinary preparations, and cultural practices. Greater agricultural production of underutilized species can result in more sustainable agricultural and food systems which can also help improve livelihoods and food security. Traditional and indigenous cultural practices with respect to both land and water management, as well as culinary practices, contribute to both sustainable food production and consumption. These practices require a greater evidence base in order to be incorporated into public health nutrition initiatives related to improving dietary quality, such as food-based dietary guidelines for example. An increased focus on the importance of local, traditional, and indigenous food systems and nutrition could therefore help countries to improve human nutrition and, ideally, help mitigate the global syndemic of obesity, undernutrition, and climate change. This Research Topic will focus on documenting diverse local food systems and promoting elements within them that can help improve nutrition and health – both human and planetary - in various ways including the livelihood development of knowledge holders.
