Section 2, of chapter 57, of the general laws of 1876, makes it the duty of the Commissioner to inquire into any neglect or vio lation of the laws of the State by any railroad corporation doing business therein or by the officers, agents or employes thereof, and shall also from time to time carefully examine and inspect the con dition of each railroad in the State, and of its equipment arid the manner of its conduct and management with relation to the public safety and convenience.
