This book uniquely applies the security reform agenda to Southeast Asia. It investigates recent developments in civil-military relations in the region, looking in particular at the impact and utility of the agenda on the region and assessing whether it is likely to help make the region more stable and less prone to military interventions. It provides an historical overview of the region’s civil-military relations and goes on to explore the dynamics of civil-military relations within the context of the security sector reform framework, focusing on the experiences of four of the region’s militaries: Malaysia, Thailand, the Philippines and Indonesia. It argues that although regional militaries have not necessarily followed a ‘Western’ model, significant developments have occurred that are broadly in keeping with the security sector reform agenda, and which suggests that the prospects for stable civil-military relations are brighter than some sceptics believe.

"Although Southeast Asia has seen the emergence of civilian rule, the military continues to receive a large chunk of the national budget and, with significant assets and economic activities, often possesses enormous economic clout -- enhancing its political power while hindering democratization or civilian rule. The political economy of the military in less developed countries is thus a crucial subject area in terms of democratization. This study examines such "khaki capital" in seven Southeast Asian cases -- Thailand, Myanmar, Vietnam, Laos, Cambodia, the Philippines and Indonesia. Each chapter analyses the historical evolution of khaki capital in the given country case; the role of internal and external factors (e.g. military unity and globalization) in this trajectory; and how the resulting equilibrium has affected civil-military relations. In the late 1990s, prominent scholars of civil-military relations detected a decline in the political significance of the armed forces across Southeast Asia. A decade later, however, this trend seems to have been reversed. The Thai military launched a coup in 2006, the Philippine armed forces expanded their political privileges under the Arroyo presidency, and the Burmese junta successfully engineered pseudo-democratic elections in 2010. This book discusses the political resurgence of the military in Southeast Asia throughout the 2000s. Written by distinguished experts on military affairs, the individual chapters explore developments in Burma, Thailand, the Philippines, Vietnam, East Timor, Indonesia and Singapore. They not only assess, but also offer explanations for the level of military involvement in politics in each country. Consequently, the book also makes a significant contribution to the comparative debate about militaries in politics. Whilst conditions obviously differ from country to country, most authors in this book conclude that the shape of civil-military relations is not predetermined by historic, economic or cultural factors, but is often the result of intra-civilian conflicts and divisive or ineffective political leadership.
An exploration of the roles that pro- and anti-government militias, private armed groups, vigilantes, and gangs play in local communities in the new democracies of Southeast Asia. Scholars have typically characterized irregular forces as spoilers and infiltrators in post-conflict peacebuilding processes. The contributors to this book challenge this conventional understanding of irregular forces in Southeast Asia, demonstrating that they often attract solid support from civilians and can be major contributors to the building of local security — a process by which local residents, in the absence of an effective police force, develop, partner or are at least included in the management of community crimes and other violence. They analyze irregular forces’ dealings with political actors at the community level, explaining why and how forces are incorporated in and collaborate with legitimate institutions without using violence against them. Offering a new approach to dealing with irregular forces in Southeast Asia, contributors explore new theoretical frameworks that are better suited for evaluating irregular forces’ relationship to different security providers and the political environments in the region. Specifically, they examine case studies from Indonesia, Timor-Leste, the Philippines, and Thailand.
