The tragic events of the February 14, 2018 shooting at Marjory Stoneman Douglas High School in Parkland, Florida, and the May 18, 2018 shooting at Santa Fe High School in Santa Fe, Texas, demonstrated the ongoing need to provide leadership in preventing future school attacks. As such, the U.S. Secret Service, along with many of our partners, have redoubled our efforts and are poised to continue enhancing school safety. As part of these efforts, NTAC created an operational guide that provides actionable steps that schools can take to develop comprehensive targeted violence prevention plans for conducting threat assessments in schools. Ensuring safe learning environments for elementary and secondary school students, educators, administrators, and others is essential. Everyone - whether a member of the school community or even a resident of the local area - has a role in identifying potential threats to a school and sharing that information with those who can take action to assess and manage the risk posed. Although infrequent, a single act of a targeted school attack impacts students, teachers, the local community, and at times the entire nation. Consider what role you can play in the larger efforts to make our schools safer. After a series of high profile school-based attacks, the U.S. Secret Service partnered with the U.S. Department of Education Office of Safe and Drug-free Schools to study targeted school violence. This study, the Safe School Initiative, published in 2002, examined school-based attacks carried out by current students or those who had recently left school. The study created a foundation of knowledge and guidance related to threat assessment - that is identifying, assessing, and managing risks - in K-12 schools. Following the study, the Secret Service again partnered with the Department of Education on an effort that examined why students who had information about a planned attack either withheld or came forward with the information. This second study, published in 2008, identified aspects of a school's climate that either facilitated or hindered information sharing. Since then, the Secret Service, through its National Threat Assessment Center, has continued to provide training to thousands of school administrators, faculty, staff, and law enforcement on developing innovative programs that foster safer school climates, enhance the trust students have in school staff and administrators, effectively identify potential threats, and assess and handle them in a thorough and systematic way. There are many aspects to creating positive school climates and enhancing school safety. School administrators manage reports of all types of concerning behavior, ranging from vandalism to bullying, fights to drugs, suicidal behaviors and violence. With limited resources, schools must be creative in how they address these issues.

The U.S. Secret Service conducts threat assessment investigations on individuals who come to attention for having a threatening or concerning interest in Secret Service protected interests (e.g., the White House, the Inauguration). A routine part of the investigative process is working within local communities to gather additional information that enhances the assessment of the risk these individuals may pose. Federal investigations into ideologically motivated violent extremists, who are at risk for engaging in targeted violence, can also be enhanced by gathering such community-level information from those who have knowledge about these individuals. These efforts involve working with local law enforcement and other public safety partners to learn more about those under investigation, as well as interviewing others who are familiar with these individuals. Federal agencies often work together to investigate violent extremists at risk for committing acts of targeted violence. These acts of violence are normally carried out in order to influence attitudes and behaviors of a wider audience. Federal investigators are well positioned to gather information from domestic and international sources related to these individuals, and have access to information on weapons, criminal history, and travel history. At times this information and the investigations themselves are classified, thus limiting the dissemination of certain types of data. Federal investigators may also be concerned about compromising ongoing investigations. When possible, however, their investigations can be enhanced with relevant information from local law enforcement partners and individuals familiar with those who are under investigation. The Secret Service threat assessment process offers an example of how federal investigators can gather and utilize community-level information to enhance their investigations. 2017 Mass Attacks in Public Spaces issued March 2018 - Between January and December 2017, 28 incidents of mass attacks, during which three or more persons were harmed, were carried out in public places within the United States (see map for locations). These acts violated the safety of the places we work, learn, shop, relax, and otherwise conduct our day-to-day lives. The resulting loss of 147 lives and injury to nearly 700 others had a devastating impact on our nation as a whole. As the uncertainty they caused continues to ripple through our communities, those charged with ensuring public safety strive to identify methods to prevent these types of attacks.
