Transmitted herewith is the interim report of the findings, conclusions, and recommendations of the Special Committee on Prisons. Excerpt from Report of the Special Committee on Prisons: Interim Report to the 1987 General Assembly of North Carolina The Special Committee on Prisons was established by Lieutenant Governor Jordan and Speaker Ramsey in December 1985. The letters authorizing the original Committee instructed it to I) examine the various prison units located throughout the State and report on what should be done to upgrade the physical facilities to meet federal guidelines, if any, and, 2) review the overall corrections system to identify problems resulting from overcrowding, pending litigation, and other issues pertaining to the operation of prisons in North Carolina. The Committee was instructed to work with the Attorney General, the State Auditor, the Department of Correction and other State agencies involved in programs affecting the prison population. The Committee submitted to the 1986 Session of the General Assembly an Interim Report which contained specific recommendations for program and capital improvements. A second report contained additional recommendations for consideration by the 1987 Session of the General Assembly. In October, 1987, Lieutenant Governor Jordan and Speaker Ramsey reauthorized the Special Committee on Prisons.
