Kazakhstan has an ambitious program to increase its technological competitiveness in the global market place during the next few years, but achieving success will depend in large measure on the effectiveness of upgraded science and technology (S&T) capabilities. This report identifies important opportunities and limitations in the education system, research and development (R&D) institutions, production companies, and service organizations to help governmental organizations in Kazakhstan with strong interests in S&T chart the future course of the country.
There are fewer grounds today than in the past to deplore a North‑South divide in research and innovation. This is one of the key findings of the UNESCO Science Report: towards 2030. A large number of countries are now incorporating science, technology and innovation in their national development agenda, in order to make their economies less reliant on raw materials and more rooted in knowledge. Most research and development (R&D) is taking place in high-income countries, but innovation of some kind is now occurring across the full spectrum of income levels according to the first survey of manufacturing companies in 65 countries conducted by the UNESCO Institute for Statistics and summarized in this report. For many lower-income countries, sustainable development has become an integral part of their national development plans for the next 10–20 years. Among higher-income countries, a firm commitment to sustainable development is often coupled with the desire to maintain competitiveness in global markets that are increasingly leaning towards ‘green’ technologies. The quest for clean energy and greater energy efficiency now figures among the research priorities of numerous countries. Written by more than 50 experts who are each covering the country or region from which they hail, the UNESCO Science Report: towards 2030 provides more country-level information than ever before. The Hungry Steppe examines one of the most heinous crimes of the Stalinist regime, the Kazakh famine of 1930–33. More than 1.5 million people perished in this famine, a quarter of Kazakhstan's population, and the crisis transformed a territory the size of continental Europe. Yet the story of this famine has remained mostly hidden from view. Drawing upon state and Communist party documents, as well as oral history and memoir accounts in Russian and in Kazakh, Sarah Cameron reveals this brutal story and its devastating consequences for Kazakh society. Through the most violent of means the Kazakh famine created Soviet Kazakhstan, a stable territory with clearly delineated boundaries that was an integral part of the Soviet economic system; and it forged a new Kazakh national identity. But this state-driven modernization project was uneven. Ultimately, Cameron finds, neither Kazakhstan nor Kazakhs themselves were integrated into the Soviet system in precisely the ways that Moscow had originally hoped. The experience of the famine scarred the republic for the remainder of the Soviet era and shaped its transformation into an independent nation in 1991. Cameron uses her history of the Kazakh famine to overturn several assumptions about violence, modernization, and nation-making under Stalin, highlighting, in particular, the creation of a new Kazakh national identity, and how environmental factors shaped Soviet development. Ultimately, The Hungry Steppe depicts the Soviet regime and its disastrous policies in a new and unusual light.

This open access book is a result of the first ever study of the transformations of the higher education institutional landscape in fifteen former USSR countries after the dissolution of the Soviet Union in 1991. It explores how the single Soviet model that developed across the vast and diverse territory of the Soviet Union over several decades has evolved into fifteen unique national systems, systems that have responded to national and global developments while still bearing some traces of the past. The book is distinctive as it presents a comprehensive analysis of the reforms and transformations in the region in the last 25 years; and it focuses on institutional landscape through the evolution of the institutional types established and developed in Pre-Soviet, Soviet and Post-Soviet time. It also embraces all fifteen countries of the former USSR, and provides a comparative analysis of transformations of institutional landscape across Post-Soviet systems. Research powers innovation and technoscientific advance, but it is due for a rethink, one consistent with its deeply holistic nature, requiring deeply human nurturing. Research is a deeply human endeavor that must be nurtured to achieve its full potential. As with tending a garden, care must be taken to organize, plant, feed, and weedÑand the manner in which this nurturing is done must be consistent with the nature of what is being nurtured. In The Genesis of Technoscientific Revolutions, Venkatesh Narayanamurti and Jeffrey Tsao propose a new and holistic system, a rethinking of the nature and nurturing of research. They share lessons from their vast research experience in the physical sciences and engineering, as well as from perspectives drawn from the history and philosophy of science and technology, research policy and management, and the evolutionary biological, complexity, physical, and economic sciences. Narayanamurti and Tsao argue that research is a recursive, reciprocal process at many levels: between science and technology; between questions and answer finding; and between the consolidation and challenging of conventional wisdom. These fundamental aspects of the nature of research should be reflected in how it is nurtured. To that end, Narayanamurti and Tsao propose aligning organization, funding, and governance with research; embracing a culture of holistic technoscientific exploration; and instructing people with care and accountability.
