When the vast wartime factories of the Manhattan Project began producing plutonium in quantities never before seen on earth, scientists working on the top-secret bomb-building program grew apprehensive. Fearful that plutonium might cause a cancer epidemic among workers and desperate to learn more about what it could do to the human body, the Manhattan Project's medical doctors embarked upon an experiment in which eighteen unsuspecting patients in hospital wards throughout the country were secretly injected with the cancer-causing substance. Most of these patients would go to their graves without ever knowing what had been done to them. Now, in The Plutonium Files, Pulitzer Prize-winning reporter Eileen Welsome reveals for the first time the breadth of the extraordinary fifty-year cover-up surrounding the plutonium injections, as well as the deceitful nature of thousands of other experiments conducted on American citizens in the postwar years. Welsome's remarkable investigation spans the 1930s to the 1990s and draws upon hundreds of newly declassified documents and other primary sources to disclose this shadowy chapter in American history. She gives a voice to such innocents as Helen Hutchison, a young woman who entered a prenatal clinic in Nashville for a routine checkup and was instead given a radioactive "cocktail" to drink; Gordon Shattuck, one of several boys at a state school for the developmentally disabled in Massachusetts who was fed radioactive oatmeal for breakfast; and Maude Jacobs, a Cincinnati woman suffering from cancer and subjected to an experimental radiation treatment designed to help military planners learn how to win a nuclear war. Welsome also tells the stories of the scientists themselves, many of whom learned the ways of secrecy on the Manhattan Project. Among them are Stafford Warren, a grand figure whose bravado masked a cunning intelligence; Joseph Hamilton, who felt he was immune to the dangers of radiation only to suffer later from a fatal leukemia; and physician Louis Hempelmann, one of the most enthusiastic supporters of the plan to inject humans with potentially carcinogenic doses of plutonium. Hidden discussions of fifty years past are reconstructed here, wherein trusted government officials debated the ethical and legal implications of the experiments, demolishing forever the argument that these studies took place in a less enlightened era. This edited volume critically examines the widely supported doctrine of the 'Responsibility to Protect', and investigates the claim that it embodies progressive values in international politics. Since the United Nations World Summit of 2005, a remarkable consensus has emerged in support of the doctrine of the ‘responsibility to protect’ (R2P) – the idea that states and the international community bear a joint duty to protect peoples around the world from mass atrocities. While there has been plenty of discussion over how this doctrine can best be implemented, there has been no systematic criticism of the principles underlying R2P. This volume is the first critically to interrogate both the theoretical principles and the policy consequences of this doctrine. The authors in this collection argue that the doctrine of R2P does not in fact embody progressive values, and they explore the possibility that the R2P may undermine political accountability within states and international peace between them. This volume not only advances a novel set of arguments, but will also spur debate by offering views that are seldom heard in discussions of R2P. The aim of the volume is to bring a range of criticisms to bear from a variety of disciplinary perspectives, including international law, political science, IR theory and security studies. This book presents the first detailed and comprehensive study of information highlighting in advanced learner language, echoing the increasing interest in questions of near-native competence in SLA research and contributing to the description of advanced interlanguages. It examines the production and comprehension of specific means of information highlighting in English by native speakers and German learners of English as a foreign language, presenting triangulated experimental and learner corpus data as corroborating evidence. The study focuses on learners' use of discourse-pragmatically motivated variations of the basic word order such as inversion, preposing, and it- and wh-clefts, an underexplored field in SLA research to date.The book also provides a critical re-assessment of the study of pragmatics within SLA. It has largely been neglected to date that L2 pragmatic knowledge includes more than the sociopragmatic and pragmalinguistic abilities for understanding and performing speech acts. Thus, the book argues for an extension of the scope of inquiry in interlanguage pragmatics beyond the cross-cultural investigation of speech acts. It also discusses pedagogical implications for foreign language teaching and will be of interest to applied linguists and SLA researchers, language teachers and curriculum designers.
What is the role that norms play in the U.S. Congress? At a time of unprecedented partisanship and high-profile breaches of legislative norms in the modern Congress, the relationship between norms and the functioning of the institution is a growing and pressing concern. Despite the importance of the topic, recent scholarship has not focused on congressional norms. Meanwhile, previous research leaves open many relevant questions about the role of norms in the Congress of the twenty-first century. A Social Theory of Congress brings norms back in to the study of Congress by defining what are legislative norms, identifying which norms currently exist in the U.S. Congress, and examining the effects that congressional norms have. This book provides a new research approach to study congressional norms through a comprehensive review of previous scholarship and a combination of interviews, survey research, and analysis of member behavior. What’s more, an innovative theoretical framework — a social theory of Congress — provides new perspectives in the study of legislatures and political behavior. The findings are striking. Norms of cooperation are surprisingly alive and well in an otherwise partisan Congress. But norms of conflict are on the rise. In addition, norms of a changing culture are affecting how members understand their role as lawmakers and in their interactions among one another. Together, these findings suggest that norms play an important role in the functioning of the legislature and as norms evolve so too does the performance of Congress in American democracy.
