This book gathers papers presented at the International Conference “Vision Zero for Sustainable Road Safety in Baltic Sea Region”, held on December 2018 at Vilnius Gediminas Technical University, in Vilnius, Lithuania. Taking as a starting point the multi-national road traffic safety program Vision Zero, originated in Sweden in 1995, the book aims at showing the current situation in different countries, in terms of achieved results and new challenges in both policy implementation and available technologies. A special emphasis is given to themes such as safety of smart vehicles, human factors, public education, and urban planning. The book offers an extensive source of information and ideas concerning innovative transportation technologies and infrastructure. It addresses both researchers and decision-makers in this field.
This open access handbook provides a comprehensive treatment of Vision Zero, an innovative policy on public road safety developed in Sweden. Covering all the major topics of the subject, the book starts out with a thorough examination of the philosophy, ideas and principles behind Vision Zero. It looks at conditions for the effectiveness of the policy, principles of safety and responsibility as well as critique on the policy. Next, the handbook focuses on how the Vision Zero ideas have been received and implemented in various legislations and countries worldwide. It takes into account the way Vision Zero is looked at in the context of international organizations such as the WHO, the UN, and the OECD. This allows for a comparison of systems, models and effects. The third part of the handbook discusses the management and leadership aspects, including ISO standards, equity issues, other goals for traffic and transportation, and opportunities for the car industry. Part four delves into tools, technologies and organizational measures that contribute to the implementation of Vision Zero in road traffic. Examples of specific elements discussed are urban and rural road designs, human factor designs, and avoiding drunk and distracted driving. The final part of the handbook offers perspectives on the transfer of Vision Zero policy to other areas, ranging from air traffic to suicide prevention and nuclear energy. Vision Zero is a public road safety policy including both a long-term goal that no one shall be killed or seriously injured as a consequence of accidents in road traffic and a safety principle stating that the design and function of the road transport system shall be adapted to meet the requirements that follow from that goal. It is a new road safety paradigm which has resulted in new types of responsibilities among stakeholders, technological innovations, and new strategies and organizational measures to achieve a safe system. The road safety work based on Vision Zero has shown promising results, and although Sweden has not yet reached a safe system, the number of fatalities and severe injuries has decreased substantially. The 'Belt and Road' initiative announced by Chinese President Xi Jinping in 2013 aims at reviving the ancient trade routes connecting China to Europe and Africa: the '21st Century Maritime Silk Road' and the inland 'Silk Road Economic Belt'. Both maritime and land routes of the New Silk Road meet Europe in the Baltics — a region accounting for some 150 million inhabitants representing 30% of the total EU population. The maritime route enters Europe through the Mediterranean Sea before reaching the largest European seaports of the North Sea and the Baltic Sea up to Saint Petersburg in Russia. The land route starting from West China crosses Central Asia, Russia and Belarus before reaching the shores of the Baltic Sea.This book focuses on the business and economic dimensions of China's initiative: Chinese government objective and policies, the strategies of Chinese and foreign firms along the Silk Road, trade and investment between China and Nordic-Baltic countries, the Eurasia Land Bridge corridors and logistics, the impact of the New Silk Road on the economies of Central Asia, new institutions financing the 'Belt and Road', cross-cultural challenges and Sino-foreign joint ventures along the New Silk Road. The direct impact of China's initiative on economic sectors such as logistics services; the shipping, port management and maritime industry; construction and high-speed train; energy and engineering; and e-commerce, information technology and tourism will be assessed.Readers will be provided with an in-depth analysis of the opportunities and challenges for companies and regions along the New Silk Road as well as 17 short case studies focusing on China-led projects currently developed along the 'Belt and Road' and 15 maps of the New Silk Road, the Baltic Sea Region and Central Asia to help in understanding China's vision and strategic moves.
This book presents many valuable research methods useful in conducting research in modern urban transportation systems and networks. The knowledge base in practical examples, as well as the decision support methods described in this book, is of interest to people who face the challenge of searching for solutions to the problems of contemporary transport networks and systems on a daily basis. In turn, due to the new approach to theoretical models (including comparison methods of driving errors in a single-lane and multi-lane roundabouts, methods of parking measurements, methods of ensuring the technical readiness of transport companies fleet due to the region's capabilities as well as speed-related surrogate measures of road safety based on floating car data), the book is also of interest to scientists and researchers carrying out research in this area.
This book presents a specific technical solution, called intermodal transport, which became the basic technological solution that made it possible to provide global interregional transport. Every day, new technical, technological, and organizational solutions appear that significantly affect the further development of this industry. However, there are certain local differences between regions. In addition, an essential factor is the exchange of experience between scientists from different countries. Accordingly, the purpose of this monothematic book is to acquaint readers with the achievements of scientists dealing with this topic and living in different regions. In a rapidly changing world, it is necessary to increase the engagement of local authorities and stakeholders to make urban mobility cleaner and more sustainable. The best way is to combine great ideas and innovative measures with political support. This Special Issue consists of six articles analyzing the impact of SUMPs. Innovative measures have been proposed to change urban transport systems towards sustainability: Chinese research has analyzed the tourist flow of Tibet using innovative technologies: mobile phone data, visualizations using GIS, and social networks. Lithuanian authors proposed three autonomous car travel development concepts that should become a conceptual tool in the development of ITS and C-ITS. An English scientific paper is based on a review of local transport policy documents from 13 cities in four countries. Most cities seek to reduce car travel as a proportion of trips. Experience from Slovenia shows that the comprehensive traffic calming approach has positive effects and contributes to achieving sustainable mobility. Korean researchers used the GINI coefficient to evaluate the bus system to identify bus nodes in order of importance. The last article described that multicriteria decision-making methods have been successfully used for assessing the effectiveness of sustainable transport systems, and a universal evaluation model was proposed.
