Comparative and interdisciplinary perspectives on the current trend in the developing world of devolving political and economic power to local governments.
At the end of the twentieth century, academics and policymakers welcomed a trend toward fiscal and political decentralization as part of a potential solution for slow economic growth and poor performance by insulated, unaccountable governments. For the last two decades, researchers have been trying to answer a series of vexing questions about the political economy of multi-layered governance. Much of the best recent research on decentralization has come from close collaborations between university researchers and international aid institutions. As the volume and quality of this collaborative research have increased in recent decades, the time has come to review the lessons from this literature and apply them to debates about future programming. In this volume, the contributors place this research in the broader history of engagement between aid institutions and academics, particularly in the area of decentralized governance, and outline the challenges and opportunities to link evidence and policy action.

Concerns of the grass root people form the need for decentralization and local governance. People’s involvement in the planning on the village level and all local government units, makes the identification and solving of the problem easier. High participatory levels of all the people especially the marginalized, encourages innovation to source for the appropriate solutions to the common problems that face society. It therefore calls a decentralized system that caters for the voters’ preferences while providing for their services. The people’s concerns call for local planning and the transfer of power to the public so that services are brought nearer to the people. This study will cover the aspects of local government and decentralization such as good governance, democratization, civil society, deconcentration, devolution and delegation, and its relation to the development of societies.

Through a collection of unique case studies and theoretical analyses, this work examines the genesis and impact of decentralization reforms in developing and transition countries. In particular, the volume shows how decentralization affects governance and efficiency in the provision of public goods and under what conditions decentralization seems to deliver its theoretical benefits. Analyses in the book address current concerns about the interaction of decentralization with social and political structure, resource mobilization, public goods provision and corruption. Decentralization reforms introduced to Africa in the 1990s have not always delivered the intended long-term outcomes. This is a collection on the consequences of these reforms two decades on. In addition to general and comparative overviews, the book contains case studies on Ghana, Senegal, Zimbabwe, Namibia, Ethiopia, and Uganda. The common theme across the chapters is that the reforms seem to have engendered political consequences beyond decentralization itself – mostly through interaction with the broader historical, political, social, and economic context. The book thus speaks both to the scholarly literature (on decentralization, democratization, and development) and to the community of development practitioners. Most of the literature on decentralization and development emphasizes questions of institutional design and policy, but here the harder-to-pin-down political patterns marking the workings of decentralization are the main focus of analysis. The debates on development, through the case studies, are connected to the scholarly literatures on comparative federalism, comparative decentralization, and local democracy. The main conclusion that emerges from the studies in the book is that no magic formula that can turn countries into peaceful, stable, and prosperous democracies overnight exists. Furthermore, there are risks involved in importing formal institutions without regard to the local historical, political, social, and economic context. The chapters of this book were originally published as a special issue in Regional and Federal Studies.
Is decentralisation good for development? This book offers insights and lessons that help us understand when the answer is 'Yes', and when it is No'. It shows us how decentralisation can be designed to drive development forward, and focuses attention on how institutional incentives can be created for governments to improve public sector performance and strengthen economies in ways that enhance citizen well-being. It also draws attention to the political motives behind decentralisation reforms and how these shape the institutions that result. This book brings together academics working at the frontier of research on decentralization with policymakers who have implemented reform at the highest levels of government and international organizations. Its purpose is to marry policymakers' detailed knowledge and insights about real reform processes with academics' conceptual clarity and analytical rigor. This synthesis naturally shifts the analysis towards deeper questions of decentralization, stability, and the strength of the state. These are explored in Part 1, with deep studies of the effects of reform on state capacity, political and fiscal stability, and democratic inclusiveness in Bolivia, Pakistan, India, and Latin America more broadly. These complex questions - crucially important to policymakers but difficult to address with statistics - yield before a multipronged attack of quantitative and qualitative evidence combined with deep practitioner insight. How should reformers design decentralisation? Part 2 examines these issues with evidence from four decades of reform in developing and developed countries. What happens after reform is implemented? Decentralization and local service provision turns to decentralization's effects on health and education services, anti-poverty programs with original evidence from 12 countries across Africa, Asia, and Latin America.
It is widely assumed that the relationship between governance capacity and decentralization determines the success in governance, but how does this relationship function is largely contested. Does decentralization lead to an improvement in governance capacities, or are certain capacities preconditioned in order for decentralization to lead better governance? Relying on an empirical study of Turkish provincial municipalities, the book argues success in decentralization is strongly influenced by the socioeconomic conditions in the province and to a lesser extent by the local government’s capacity. The book provides a novel approach to capacity building practices and decentralization reforms by suggesting that the relationship between decentralization and governance capacity should be addressed not only on the organizational but also on the developmental level. In this way, the book proposes asymmetrical decentralization according to socio-economic development at subnational level for better governance outcomes.
​This book discusses the elite capture taking place in the development programmes implemented through Grama Panchayats (GPs), the lowest tier in the rural local self-government structure in India. Inclusive growth being the cherished goal of all the developing countries, including India, the book assesses whether checks and balances incorporated in development programmes prevent elite capture and promote inclusive development. It also highlights the role of community-based organisations, such as SHGs, in ensuring development benefits reach marginalized groups. The policy makers in India introduced decentralised governance to facilitate the participation of marginalized groups in the planning and implementation of development programmes at the local level, and to ensure that development benefits reach them. International agreements such as the Hyogo Framework for Action, Millennium Development Goals and Sustainable Development Goals also call for decentralised governance for inclusive growth. The issue of elite capture has traditionally been studied mainly from the sociological perspective, i.e., how the local upper/dominant castes and classes garner the positions and benefits. But with the new and structured governance system that is in place at the local level in contemporary India, this book explores how decentralised governance is addressing the issue of elite capture. The study closely analyses micro processes of decentralisation to understand how elite capture is taking place. Additionally, it examines this concern from both governance and economic perspectives. The scope of the book is wide, and encompasses several aspects such as the functioning of the local government, decentralised governance, checks and balances in development programmes, community-based organisations, the upward political linkages and elite capture. It is equally relevant to researchers from several social science disciplines, civil society, policy makers, and implementers from the grassroots to national level government.
