In the past, intensive interest in Soviet research and development has been sporadic both in the West and in the USSR. The end of the 1980s coincided with the demise of the Soviet model of economic development. As a result, a surge of attention has been given to t~e factors driving the motor of Soviet growth and development, as well as R&D. The opening, first, of the Soviet and, subsequently, of the Russian economy, finally exposed it to global stan to scientific dards. The long period of international isolation with respect and technological exchanges made it difficult for scholars and policy makers at home and abroad to measure the status of Soviet advances. Consequently, some overrated the levels, while others underestimated them. Now it comes to light that, although the Soviets put the first satellite in space (Sputnik) and developed their own hydrogen bomb, these were more the exceptions of innovation from research results rather than the rule. Therefore, as the management of the entire economy increasingly malfunctioned, so did the management of R&D in contributing to economic growth and development. There is no denying the incredible investment of the former Soviet state in domestic science and research. The R&D community was one of the largest, if not the largest, in the world during the second half of the twentieth century. Now, Russia has inherited not only this enormous resource, but also the inadequate organization, management, and structure.
This book describes the millennia-long process of the genesis, formation, struggle, and change of views on the management of social organizations in various countries around the world; in other words, it characterizes the worldwide evolution of the History of Management Thought (HMT) - ideas, concepts, theories, paradigms, and scientific schools - from Antiquity to the present. The book is the outcome of extensive research, based on the analysis, generalization, and systematization of foreign and domestic published literature, as well as on the gathering and analysis of unique archival materials. For the first time in the historical and managerial literature, the book puts forward original definitions of three historical and managerial sciences - the History of Management, the History of Management Thought, and the Historiography of Historical and Managerial Research. It addresses the main challenges in pursuing Historical and Scientific Research (HSR), the main “subject” levels of HSR and specific methodological problems concerning HMT, as well as epistemological methods for identifying key factors in and causes of the advent and evolution of HMT. This book uses a range of S&T and structural indicators to analyse the transfonnation process, in particular the transfonnation of science, technology and industry, in the fonner communist countries. The book originates from a sense of the tremendous need for quantitative indicators for assessing trends and perfonnance in the post-socialist economies. S&T systems in the region have passed through the first phase of rapid deterioration, or as it is called by some analysts 'implosion'. After ten years of transfonnation we are witnessing a process of increasing differentiation of these countries in tenns of general patterns of growth and structural change, as well as specific lines of restructuring in their S&T systems. The question of sources of growth - or indeed of stagnation - is an increasingly urgent one, from both the policy and academic perspectives. In that context there is a pressing need for in-depth assessment of restructuring patterns in science, technology and industry in the region, as a basis for understanding how restructuring in S&T is linked to industrial restructuring, and to general economic and social transfonnation. As the contributions to this volume show, there is now a critical mass of quantitative data across the post-socialist countries which deserves to be studied more thoroughly in a comparative manner. The changes of the last ten years have produced varying patterns of adjustment which are now clearly visible in S&T and structural indicators.
