International aid to Syria is at an inflection point. Operationalizing humanitarian principles and securing ceasefires would allow the aid community to close gaps in coverage and move toward making communities more resilient, helping stabilize the region. Failing to do so will exacerbate the deprivation and oppression that started the war, prolonging instability far into the future. This CSIS report delves into the challenges to aid provision throughout Syria and recommends a way to overcome them. It is based on interviews with over 130 UN officials, aid workers, negotiators, diplomats, and analysts working on the aid response, as well as a review of databases, open-source documents, and internal reports and evaluations.
The Syrian civil war, now in its seventh year, continues to present new challenges for U.S. policymakers. Following a deadly chemical weapons attack in Syria on April 4, 2017, and subsequent U.S. strikes against Syrian military infrastructure and pro-regime forces, Members of Congress have called on the President to consult with Congress about Syria strategy. Other Members have questioned the President's authority to launch strikes against Syria in the absence of specific prior authorization from Congress. In the past, some in Congress have expressed concern about the international and domestic authorizations for such strikes, their potential unintended consequences, and the possibility of undesirable or unavoidable escalation. Since taking office in January 2017, President Trump has stated his intention to "destroy" the Syria- and Iraq-based insurgent terrorist group known as the Islamic State (IS, also known as ISIL, ISIS, or the Arabic acronym Da'esh), and the President has ordered actions to "accelerate" U.S. military efforts against the group in both countries. In late March, senior U.S. officials signaled that the United States would prioritize the fight against the Islamic State and said that Syrian President Bashar al Asad's future would be determined by the Syrian people. Nevertheless, following the April 4 attack, President Trump and senior members of his Administration have spoken more critically of Asad's leadership, and it remains to be seen whether the United States will more directly seek to compel Asad's departure from power while pursuing the ongoing campaign against the Islamic State. Since late 2015, Asad and his government have leveraged military, financial, and diplomatic support from Russia and Iran to improve and consolidate their position relative to the range of antigovernment insurgents arrayed against them. These insurgents include members of the Islamic State, Islamist and secular fighters, and Al Qaeda-linked networks. While Islamic State forces have lost territory to the Syrian government, to Turkey-backed Syrian opposition groups, and to U.S.-backed Syrian Kurdish and Arab fighters since early 2016, they remain capable and dangerous. The IS "capital" at Raqqah has been isolated, but large areas of central and eastern Syria remain under the group's control. The presence and activities of Russian military forces and Iranian personnel in Syria create complications for U.S. officials and military planners, and raise the prospect of inadvertent confrontation with possible regional or global implications. Since March 2011, the conflict has driven more than 5 million Syrians into neighboring countries as refugees (out of a total prewar population of more than 22 million). More than 6.3 million other Syrians are internally displaced and are among more than 13.5 million Syrians in need of humanitarian assistance. The United States is the largest donor of humanitarian assistance to the Syria crisis (which includes assistance to neighboring countries hosting refugees), and since FY2012 has allocated more than $6.5 billion to meet humanitarian needs. In addition, the United States has allocated more than $500 million to date for bilateral assistance programs in Syria, including the provision of nonlethal equipment to select opposition groups. President Trump has requested $191.5 million in FY2018 funding for such assistance and $500 million in FY2018 defense funds to train and equip anti-IS forces in Syria. U.S. officials and Members of Congress continue to debate how best to pursue U.S. regional security and counterterrorism goals in Syria without inadvertently strengthening U.S. adversaries or alienating U.S. partners. The Trump Administration and Members of the 115th Congress-like their predecessors-face challenges inherent to the simultaneous pursuit of U.S. nonproliferation, counterterrorism, civilian protection, and stabilization goals in a complex, evolving conflict.
Rebel groups are often portrayed as predators, their leaders little more than warlords. In conflicts large and small, however, insurgents frequently take and hold territory, establishing sophisticated systems of governance that deliver extensive public services to civilians under their control. From police and courts, schools, hospitals, and taxation systems to more symbolic expressions such as official flags and anthems, some rebels are able to appropriate functions of the modern state, often to great effect in generating civilian compliance. Other insurgent organizations struggle to provide even the most basic services and suffer from the local unrest and international condemnation that result. Rebel Rulers is informed by Zachariah Cherian Mampilly's extensive fieldwork in rebel-controlled areas. Focusing on three insurgent organizations—the Liberation Tigers of Tamil Eelam (LTTE) in Sri Lanka, the Rally for Congolese Democracy (RCD) in Congo, and the Sudan People's Liberation Movement/Army (SPLM/A) in Sudan—Mampilly's comparative analysis shows that rebel leaders design governance systems in response to pressures from three main sources. They must take into consideration the needs of local civilians, who can challenge rebel rule in various ways. They must deal with internal factions that threaten their control. And they must respond to the transnational actors that operate in most contemporary conflict zones. The development of insurgent governments can benefit civilians even as they enable rebels to assert control over their newly attained and sometimes chaotic territories.
Civil Society Organizations (CSOs) can make a vital contribution to public health and health systems but harnessing their potential is complex in a Europe where government-CSO relations vary so profoundly. This study is intended to outline some of the challenges and assist policy-makers in furthering their understanding of the part CSOs can play in tandem and alongside government. To this end it analyses existing evidence and draws on a set of seven thematic chapters and six mini case studies. They examine experiences from Austria Bosnia-Herzegovina Belgium Cyprus Finland Germany Malta the Netherlands Poland the Russian Federation Slovenia Turkey and the European Union and make use of a single assessment framework to understand the diverse contexts in which CSOs operate. The evidence shows that CSOs are ubiquitous varied and beneficial and the topics covered in this study reflect such diversity of aims and means: anti-tobacco advocacy food banks refugee health HIV/AIDS prevention and cure and social partnership. CSOs make a substantial contribution to public health and health systems with regards to policy development service delivery and governance. This includes evidence provision advocacy mobilization consensus building provision of medical services and of services related to the social determinants of health standard setting self-regulation and fostering social partnership. However in order to engage successfully with CSOs governments do need to make use of adequate tools and create contexts conducive to collaboration. To guide policy-makers working with CSOs through such complications and help avoid some potential pitfalls the book outlines a practical framework for such collaboration. This suggests identifying key CSOs in a given area; clarifying why there should be engagement with civil society; being realistic as to what CSOs can or will achieve; and an understanding of how CSOs can be helped to deliver.

The field of conflict resolution has evolved dramatically during the relatively short duration of the discipline’s existence. Each generation of scholars has struggled with the major puzzles of their era, providing theories and solutions that meet the needs of the time, only to be pushed forward by new insights and, at times, totally upended by a changing world. This introductory course text explores the genealogy of the field of conflict resolution by examining three different epochs of the field, each one tied to the historical context and events of the day. In each of these epochs, scholars and practitioners worked to understand and address the conflicts that the world was facing, at that time. This book provides a framework that students will carry with them far into their careers, enriching their contributions and strengthening their voices. Much like the large commercial companies, most humanitarian aid organizations now have departments specifically dedicated to protecting the security of their personnel and assets. The management of humanitarian security has gradually become the business of professionals who develop data collection systems, standardized procedures, norms, and training meant to prevent and manage risks. A large majority of aid agencies and security experts see these developments as inevitable - all the more so because of quantitative studies and media reports concluding that the dangers to which aid workers are today exposed are completely unprecedented. Yet, this trend towards professionalization is also raising questions within aid organizations, MSF included. Can insecurity be measured by scientific means and managed through norms and protocols? How does the professionalization of security affect the balance of power between field and headquarters, volunteers and the institution that employs them? What is its impact on the implementation of humanitarian organizations' social mission? Are there alternatives to the prevailing security model(s) derived from the corporate world? Building on MSF's experience and observations of the aid world by academics and practitioners, the authors of this book look at the drivers of the professionalization of humanitarian security and its impact on humanitarian practices, with a specific focus on Syria, CAR and kidnapping in the Caucasus.
