The meeting included representatives from the Asia-Pacific Economic Co-operation Council, the Association of Southeast-Asian Nations, the Caribbean Community Secretariat, the Food and Agriculture Organization, the Organisation for Economic Co-operation and Development, the Permanent Commission for the South Pacific, the United Nations Environment Programme, the World Trade Organization. It discussed current work programmes on subsidies in fisheries and methodologies used to establish the effects and impacts of subsidies.
The agenda included two main issues: presentation and discussion of work programmes on subsidies in fishery by participating organizations; and challenges and possible way forward/issues for the future. While noting that collaboration among the agencies concerned has been ongoing for some time, the meeting identified a number of additional opportunities for collaboration and also actions for intergovernmental organizations and governments, respectively.
The fisheries sector is in crisis. Inappropriate subsidies to the fishing industry are a key factor responsible for worldwide fisheries depletion, overcapitalization and ecosystem degradation. There is an urgent need for an international mechanism to promote the appropriate restructuring of fisheries subsidies in order to create a more sustainable industry. In recent years the leading international forum charged with providing such a mechanism has been the World Trade Organization (WTO).This book explains why and how the reform of fisheries subsidies has become one of the most concrete and potentially successful international efforts to achieve global environmental, economic and developmental policy coherence. It describes the history and current status of the discussions at the WTO, drawing on UNEP's key documents and reflecting on the major issues. Accompanying the book are downloadable resources containing full-text versions of the most important source material used in the publication. This book details the efforts of the Convention for the Conservation of Antarctic Marine Living Resources Commission and the Australian government to adopt complementary measures to deter IUU fishing in the Southern Ocean. Illegal, unreported and unregulated fishing, or IUU fishing, is considered one of the most significant threats to the sustainability of fisheries resources. Since the adoption of the International Plan of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing (IPOA-IUU), States and regional fisheries management organisations have made sustained efforts to address the problem. This book analyses the concept of IUU fishing and the international instruments which provide the legal and policy framework to combat IUU fishing. The book also examines the range of measures adopted by States and regional organisations to address IUU fishing. These measures include flag State, coastal State, port State, and market State measures.
The session agreed on a vision statement and on a characterization of small-scale fisheries as well as on a research agenda of five main themes. It elaborated preliminary drafts of two separate technical documents on the contribution, role and importance of small-scale fisheries and research agenda for small-scale fisheries and requested that the documents be submitted, after finalization by the Secretariat, to the ACFR at its next session
