Homeland Security Cultures: Enhancing Values While Fostering Resilience explores the role that culture plays in the study and practice of homeland security in an all-hazards, whole-community, and all-of-government scope. It does so by analyzing and discussing strategic, organizational, operational, and social cultures in the U.S. Homeland Security Enterprise, as well as from an international perspective. The focus is on how knowledge and interpretation, normative values, common symbols, and/or action repertories inform the evolution of the homeland security mission space and the accomplishment of homeland security functions. Contributions also address institutional changes designed to foster a more coherent common homeland security culture. This textbook will make a contribution to the evolution of homeland security as a policy area and a field of study by offering actionable insight as well as critical thinking from scholars and practitioners on how cultural aspects matter in balancing security against liberty, in managing complex risks, in enhancing collaboration across sectors, and in explaining how a resilient nation can be fostered while enhancing liberal and democratic values.
Although military policy seems focused on overseas threats, defending the homeland is, of course, the ultimate objective. This guide examines emergent threats to the USA homeland such as speciality weapons, cyber attacks and ballistic missiles and delineates the army's responsibilities.
Critical infrastructures are the backbone of modern, interconnected economies. The disruption of key systems and essential services - such as telecommunications, energy or water supply, transportation or finance - can cause substantial economic damage. This report looks at how to boost critical infrastructure resilience in a dynamic risk landscape, and discusses policy options and governance models to promote up-front resilience investments. Based on an international survey, the report analyses the progressive shift of critical infrastructure policies from asset protection to system resilience. The findings are reflected in a proposed Policy Toolkit for the Governance of Critical Infrastructure Resilience, which can guide governments in taking a more coherent, preventive approach to protecting and sustaining essential services.
In 2010 IAP released Change (Transformation) in Government Organizations, edited by Ronald R. Sims. This well-received volume described how organizational change methods can be used effectively to make government organizations more effective and efficient and better equipped to serve a demanding citizenry. The 2010 book brought together contributions by managers, practitioners, academics, and consultants in the study of international, federal, state, and local government efforts to respond to increased calls for change (transformation) in public sector organizations. Since the release of the 2010 volume, calls for government transformation have continued and intensified, and a number of fresh ideas and examples have been generated from the field. The time is now ripe for a follow-up volume laying out innovative, successful ideas for transforming government. Transforming Government Organizations: Fresh Ideas and Examples from the Field is that follow-up volume. A collection of fresh contributions such as those included in this book will add to the growing knowledge base of what does—and what does not—work when transformation efforts are attempted in government organizations. The contributors to this new volume are experts with extensive experience as change agents in government and other organizations. They provide analyses and discussions of specific cases and issues as well as practical tools, ideas, and lessons learned intended to guide those responsible for similar efforts in the years to come. The audience for the book are government managers, scholars, and others interested in undertaking or learning about such efforts.
The events of September 11, 2001 changed perceptions, rearranged national priorities, and produced significant new government entities, including the U.S. Department of Homeland Security (DHS) created in 2003. While the principal mission of DHS is to lead efforts to secure the nation against those forces that wish to do harm, the department also has responsibilities in regard to preparation for and response to other hazards and disasters, such as floods, earthquakes, and other "natural" disasters. Whether in the context of preparedness, response or recovery from terrorism, illegal entry to the country, or natural disasters, DHS is committed to processes and methods that feature risk assessment as a critical component for making better-informed decisions. Review of the Department of Homeland Security's Approach to Risk Analysis explores how DHS is building its capabilities in risk analysis to inform decision making. The department uses risk analysis to inform decisions ranging from high-level policy choices to fine-scale protocols that guide the minute-by-minute actions of DHS employees. Although DHS is responsible for mitigating a range of threats, natural disasters, and pandemics, its risk analysis efforts are weighted heavily toward terrorism. In addition to assessing the capability of DHS risk analysis methods to support decision-making, the book evaluates the quality of the current approach to estimating risk and discusses how to improve current risk analysis procedures. Review of the Department of Homeland Security's Approach to Risk Analysis recommends that DHS continue to build its integrated risk management framework. It also suggests that the department improve the way models are developed and used and follow time-tested scientific practices, among other recommendations.
