This provocative collection of essays challenges traditional ideas of strategic s- tial planning and opens up new avenues of analysis and research. The diversity of contributions here suggests that we need to rethink spatial planning in several f- reaching ways. Let me suggest several avenues of such rethinking that can have both theoretical and practical consequences. First, we need to overcome simplistic bifurcations or dichotomies of assessing outcomes and processes separately from one another. To lapse into the nostalgia of imagining that outcome analysis can exhaust strategic planners’ work might appeal to academics content to study ‘what should be’, but it will doom itself to further irrelevance, ignorance of politics, and rationalistic, technocratic fantasies. But to lapse into an optimism that ‘good process’ is all that strategic planning requires, similarly, rests upon a ction that no credible planning analyst believes: that enough talk will miraculously transcend con ict and produce agreement. Neither sing- minded approach can work, for both avoid dealing with con ict and power, and both too easily avoid dealing with the messiness and the practicalities of negotiating out con icting interests and values – and doing so in ethically and politically critical ways, far from resting content with mere ‘compromise’. Second, we must rethink the sanctity of expertise. By considering analyses of planning outcomes as inseparable from planning processes, these accounts help us to see expertise and substantive analysis as being ‘on tap’, ready to put into use, rather than being particularly and technocratically ‘on top’.
Annotation This title chronicles recent UK planning activity, during the period of the Blair and Brown Labour governments up to 2010. It deals particularly with the regional scale of planning, where large steps forward were made during these years, but where policy making often proved very controversial.
Offshore wind farms are being developed on a major scale around the UK coastline as part of the drive to increase renewable energy production. This presents a new departure for the renewables sector. Having fewer physical constraints than on land, they avoid the planning system, which currently ends at low water mark. However, planning authorities and the communities they represent are deeply concerned about the consequences of offshore wind farms along their coastal zones. This book presents an empirical investigation into the attitudes of local planning authorities into the development of offshore wind farms, examining these findings in light of wider debates about the use and management of the seas and the potential contribution of the mechanisms of planning. The book also raises questions about the geographical limits of planning and how to go about establishing a form of spatial planning to cover the marine environment.
Regional Spatial Strategies (RSSs) bridged the gap between those planning issues determined by local policy or concern, and those subject to policy goals defined at a national level - such as those for housing or renewable energy. The committee did not pass judgment on the merits of regional spatial strategies, but is concerned about the hiatus created by their intended abolition. This is giving rise to an inertia that is likely to hinder development - making it much harder to deliver necessary but controversial or emotive 'larger than local' facilities and to ensure that our national need for new housing is met. There also needs to be a strengthened local authority 'duty to co-operate' and a better understanding of where Local Enterprise Partnerships will fit into these new planning arrangements. The Government's recognition that we need to build more houses, and its commitment to deliver 150,000 affordable homes over the next four years (although this is not an exceptional number by historic standards) is welcomed. However, the likelihood of achieving this increase through the New Homes Bonus is questioned. There is no evidence this mechanism will increase housing supply by 8 - 13% in the way that ministers predict. Indeed, it became clear during this inquiry that estimates for new house building contained in local authorities' plans have already fallen by 200,000 following the decision to abolish RSSs. The committee concludes that this Government may face a stark choice between whether to build fewer homes than its predecessors, or abandon its commitment to promote localism in decisions of this kind. The committee therefore calls for the New Homes Bonus to be linked explicitly to the delivery of homes provided for in local plans following robust assessments of housing need
The Archaeological Investigations Project (AIP), funded by English Heritage, systematically collected information about the nature and outcomes of more than 86,000 archaeological projects undertaken between 1990 and 2010. This volume looks at the long-term trends in archaeological investigation and reporting, places this work within wider social, political, and professional contexts, and reviews its achievements. Information was collected through visits to public and private organizations undertaking archaeological work. Planning Policy Guidance Note 16: Archaeology and Planning (known as PPG16), published in 1990, saw the formal integration of archaeological considerations with the UK town and country planning system that, and set out processes for informed decision-making and the implementation of post-determination mitigation strategies, defined a formative era in archaeological practice and established principles that underpin today’s planning policy framework. The scale of activity represented – more 1000 excavations per year for most of the PPG16 Era – is more than double the level of work undertaken at peak periods during the previous three decades. This comprehensive review of the project presents a wealth of data. A series of case studies examines the illustrate different types of development project, revealing many ways in which projects develop, how archaeology is integrated with planning and execution, and the range of outputs documenting the process, and identified a series of ten important lessons that can be learned from these investigations. Looking into the post-PPG16 Era, the volume considers anticipated developments in the changing worlds of planning, property development, and archaeological practice and proposes the monitoring of archaeological investigations in England using a two-pronged approach that involves self-reporting and periodic strategic overviews.
Climate change has demonstrated, perhaps more than any other environmental concerns, the complexities of the human-nature interrelationship and the need for embedding a far greater environmental consciousness into our social values and norms. A drastic reduction in global greenhouse gas emissions requires a transition to low carbon cities. This demands a better understanding of the interactions between social, technical, and spatial processes which constitute cities. The aim of this book is to explore these interactions and urge urban planners and other built environment professionals to revisit some of their traditional concepts, methods, and ways of thinking about what constitutes a ‘good’ city and according to whose priorities. The book brings together nine contributions ranging from broad overviews to sector-specific analysis, paying particular attention to the role of urban planning. Contributors cover climate change mitigation and adaptation, deal with different scales of analysis ranging from international and European to national and city perspectives, and discuss a range of policy sectors including housing, transport, energy, sea level rise as well as pathways for climate policy implementation. The diversity of the contributions is itself a reflection of the multitude of climate change concerns that preoccupy researchers, policy makers and practitioners. This book was published as a special issue of European Planning Studies.

The White Paper, 'Delivering a sustainable railway' (Cm. 7176, ISBN 9780101717625) published on July 2007 and set the Government's general vision for the railways for the next thirty years. Network Rail's engineering overruns at New Year 2008 caused tremendous inconvenience to passengers across the country and inevitably shaped the Committee's oral evidence sessions. The Committee's investigation, along with analyses from the Office of Rail Regulation (ORR) have led them to believe that the engineering overruns are symptonatic of crucial system flaws which have to be resolved if there is to be any hope of getting a sustainable railway, as promised in the White Paper.
