The President's Commission on Coal was created to conduct a comprehensive review of the coal industry with emphasis in four areas : the future of the coal industry, labor management relations in the industry, living conditions in the coalfields and the effect of government regulations on coal production, transportation and use. As part of its inquiry, the Commission held public hearings during the Fall of 1978 in coal producing areas around the country to assure the widest possible expression of views by the public.
