Welfare offices usually attract negative descriptions of bureaucracy with their queues, routines, and impersonal nature. Are they anonymous machines or the locus of neutral service relationships? Showing how people experience state public administration, The Bureaucrat and the Poor provides a realistic view of French welfare policies, institutions and reforms and, in doing so, dispels both of these myths. Combining Lipsky's street-level bureaucracy theory with the sociology of Bourdieu and Goffman, this research analyses face-to-face encounters and demonstrates the complex relationship between welfare agents, torn between their institutional role and their personal feelings, and welfare applicants, required to translate their personal experience into bureaucratic categories. Placing these interactions within the broader context of social structures and class, race and gender, the author unveils both the social determinations of these interpersonal relationships and their social functions. Increasing numbers of welfare applicants, coupled with mass unemployment, family transformations and the so-called 'integration problem' of migrants into French society deeply affect these encounters. Staff manage tense situations with no additional resources - some become personally involved, while others stick to their bureaucratic role; most of them alternate between involvement and detachment, assistance and domination. Welfare offices have become a place for 're-socialisation', where people can talk about their personal problems and ask for advice. On the other hand, bureaucratic encounters are increasingly violent, symbolically if not physically. More than ever, they are now a means of regulating the poor.
This book studies those who, in various domains of life, are resisting the increasingly harsh day-to-day pressures of “late capitalism,” centering mainly on French examples. Far from the global euphoria of the sixties and seventies, everyday people are trying to loosen the grip of injustice in very concrete ways: people experiencing homelessness try to occupy and live in empty buildings; collectives of small farmers and consumers avoid long (and costly) commercial supply chains to defend their common interests; students and teachers organize to prevent the expulsion of undocumented migrants; and activists in the free software movement fight for the “common ownership” of software and of the Internet. Through civil disobedience in the midst of daily life, people are trying to resist, work against, and change laws that protect the interests of firms and corporations considered socially or ecologically unfair.
No two markets for voluntary health insurance (VHI) are identical. All differ in some way because they are heavily shaped by the nature and performance of publicly financed health systems and by the contexts in which they have evolved. This volume contains short structured profiles of markets for VHI in 34 countries in Europe. These are drawn from European Union member states plus Armenia Iceland Georgia Norway the Russian Federation Switzerland and Ukraine. The book is aimed at policy-makers and researchers interested in knowing more about how VHI works in practice in a wide range of contexts. Each profile written by one or more local experts identifies gaps in publicly-financed health coverage describes the role VHI plays outlines the way in which the market for VHI operates summarises public policy towards VHI including major developments over time and highlights national debates and challenges. The need for social safety nets has become a key component of poverty reduction strategies. Over the past three decades several developing countries have launched a variety of programs, including cash transfers, subsidies in-kind, public works, and income-generation programs. However, there is little guidance on appropriate program design, and few studies have synthesized the lessons from widely differing country experiences. This report fills that gap. It reviews the conceptual issues in the choice of programs, synthesizes cross-country experience, and analyzes how country- and region-specific constraints can explain why different approaches are successful in different countries.
In this work, Timothy Smith argues that although post-World War II politicians have attempted to take credit for the creation of the welfare state, the social reform movement in France actually grew out of World War I. Smith shows that French social spending before World War II was well above the European average and demonstrates that the present welfare state is based on a structure that already existed but was expanded and consolidated with great political fanfare during the 1940s. Smith shows that France's most important social legislation to date - providing medical insurance, maternity benefits, modest pensions, and disability benefits to millions of people - was passed in 1928 (and amended and put into practice in 1930). This law covered over 50 per cent of the population by 1940. Few other nations could have claimed this sort of social insurance success. As well, by 1937 the centuries-old public assistance residency requirements had been transferred from the local to the departmental (regional) level. France's success in introducing important social reforms may require us to rethink the common view of interwar France as a time of utter political, economic and social failure.
