A state-of-the-art, one-stop resource, Public Administration in South Asia: India, Bangladesh, and Pakistan examines public administration issues and advances in the Indian subcontinent. This book studies public policy and administration in Bangladesh. It studies how, despite recording high-levels of corruption persistently, some governments in least developed countries (LDCs) like Bangladesh have achieved impressive online transformation level, through digital, electronic or e-Government implementation. The book investigates the historical and political context, and examines the different policies and strategies adopted by successive governments of Bangladesh for facilitating digital service delivery transformation of traditional, paper-based, circuitous public service delivery processes. It reviews public administration reforms introduced over several decades, and other initiatives launched with the specific objective of improving service delivery management. The volume also contextualizes the new e-Government development initiatives in light of the various approaches such as traditional public administration, new public management, digital era governance, new public governance, and design thinking. Contributors examine the persistence of administrative patterns in the face of pressures for globablization by developing a concept of administrative traditions and describing the traditions that exist around the world. Since its Independence in 1971, Bangladesh has made remarkable progress in terms of reducing poverty levels, achieving high levels of economic growth over a sustained period of time, and meeting its Millennium Development Goals (MDG) targets set by the United Nations. With some justification, Bangladesh is considered an international development success story, and the country appears to be well on track to meet its policy target of becoming a middle-income country by 2021, the same year the country will celebrate 50 years of Independence. This book explores the central issue of Bangladeshi politics: the weakness of governance. The coexistence of a poor governance track record and a relatively strong socioeconomic performance makes Bangladesh an intriguing case which throws up exciting and relevant conceptual and policy challenges. Structured in four sections - Political Settlement, Elites and Deep Structures; Democracy, Citizenship and Values; Civil Society, Local Context and Political Change; Informality and Accountability – the book identifies and engages with these challenges. In the face of accelerated economic globalisation, many of the industries in economically less developed countries have become more technology-intensive. Skill formation processes, both inside and outside firms, are therefore changing. This study scrutinises such transformations by comparing - from the perspective of historical institutionalism - the skill formation regimes of the garment industries in Sri Lanka and Bangladesh. It sheds light on the differences between the trajectories of the in-firm skill formation regimes of the two countries, and reveals the important part that varying paths of educational development in both countries have played in shaping these trajectories. At the same time, the study shows how, in both countries, state-led skill formation regimes have been transformed not only by market forces and the growing importance of corporate business interests, but also by the social demand for educational credentials.
