Myanmar has made important progress toward democratic reform since President Thein Sein’s civilian government came to power in early 2011. Significant challenges, however, remain and could scuttle efforts at change. Key among these are the peace process between the government and armed ethnic groups in the border regions; communal tensions in Rakhine state bordering Bangladesh and in central Myanmar; and the free and fair conduct of the 2015 general elections, which could also impact the peace process and communal relations. This report explores the United States’ interests in peace in Myanmar and offers recommendations for how Washington can best promote it.
Bringing together scholars and educators based in Myanmar, the USA, the UK, Denmark, and Thailand, this book presents new perspectives and research on the struggle for social justice and peace in Myanmar at this critical juncture. It shows how actors from diverse backgrounds and regions of Myanmar are drawing from their identities, evoking their agency, and using critical pedagogy to advance social justice and peace. Myanmar's transition to democracy has been marred by violence between Buddhists and Muslims. While the violence originally broke out between Rakhine Buddhists and Rohingya Muslims, it subsequently emerged throughout the country, impacting Buddhists and Muslims of many ethnic backgrounds. This article offers background on these so-called "communal conflicts" and the rise and evolution of Buddhist nationalist groups led by monks that have spearheaded anti-Muslim campaigns. The authors describe how current monastic political mobilization can be understood as an extension of past monastic activism, and is rooted in traditional understandings of the monastic community's responsibility to defend the religion, respond to community needs, and guide political decision-makers. The authors propose a counter-argument rooted in Theravada Buddhism to address the underlying anxieties motivating Buddhist nationalists while directing them toward peaceful actions promoting coexistence. Since 1988, when Burma's military rulers crushed a popular uprising, Western governments have promoted democracy as a panacea for the country's manifold development problems, from ethnic conflict to weak governance, human rights abuses, and deep-rooted, structural poverty. Years of escalating censure and sanctions, however, have left the military firmly entrenched in power, the opposition marginalized, and the general population suffering from deepening poverty. In the first book-length study of Western human rights policy in Burma, Morten B. Pedersen argues that Western democracy rhetoric has not supplied the solution to these problems. Each year, Burma's human and natural resources are further eroding, the HIV/AIDS epidemic is mounting, and the prospect of turning the situation around is becoming less and less likely. Based on extensive field research, Promoting Human Rights in Burma proposes an alternative model of "critical engagement" that emphasizes more pragmatic efforts to help bring a deeply divided society together and promote socioeconomic development as the basis for longer-term political change. For decades Myanmar has been portrayed as a case of good citizen versus bad regime – men in jackboots maintaining a suffocating rule over a majority Buddhist population beholden to the ideals of non-violence and tolerance. But in recent years this narrative has been upended. In June 2012, violence between Buddhists and Muslims erupted in western Myanmar, pointing to a growing divide between religious communities that before had received little attention from the outside world. Attacks on Muslims soon spread across the country, leaving hundreds dead, entire neighbourhoods turned to rubble, and tens of thousands of Muslims confined to internment camps. This violence, breaking out amid the passage to democracy, was spurred on by monks, pro-democracy activists and even politicians.
