The People’s Republic of China (PRC) has the world’s longest inland waterway system. Despite the system’s potential and the government’s policies encouraging its development, inland waterway transport (IWT) has not been developed as much as other transport modes. This publication examines the constraints in developing IWT based on a study in the PRC’s Hunan province. Six major challenges threatening the viability of IWT and its integration into the whole logistics chain have been identified. The analyses and case study lead to recommendations that are relevant not just to the PRC but also to other developing countries.

This volume deals with the law governing the administrative implementation of European Union public policy. Much of this law is specific to individual policy sectors. The volume provides a study of such specialized admininstrative law for more than twenty sectors. This cross-sectoral approach allows for detailed comparisons of EU administration in diverse policy fields. It identifies situations where legal structures and approaches may be unnecessarily duplicated, thus indicating where a comprehensive, general system could be advantageous for both Union law and policy achievement. The comparative nature of the study also draws attention to policy fields which have proven to be testing grounds for approaches adopted subsequently in other areas. In addition, the work highlights the distinctive, highly networked, and strongly cooperative character of EU administration, as a reflection of, and a foundation for, the operative nature of the European Union as a whole.
At the core of the logic of this book is that states engage in infrastructuring as a means of securing and enhancing their territoriality. By positioning infrastructure as a system, there is a presumption that all infrastructures exhibit some degree of mutual dependence. As such, a National Infrastructure System (NIS) is not simply about conventional conceptions of infrastructure based on those that support economic activity (i.e. energy, transport and information) but also about broader hard and soft structures that both enable and are supported by the aforementioned economic infrastructures. Consequently, this book offers an ambitious holistic view on the form of NIS arguing that the infrastructural mandate requires a conception of the state that encapsulates themes from both the competition and the welfare states in infrastructure provision.
