Over the past 30 years, the FAO regional office in Bangkok has assisted countries in Asia and the Pacific region to establish pesticide legislation and regulations, and to manage these products in accordance with the Code of Conduct and other international conventions and treaties. Many workshops aimed at enhancing harmonization among countries’ regulatory frameworks for the control of pesticides have been conducted in the region. The most recent workshop on practical aspects of pesticide risk a ssessment and phasing-out of highly hazardous pesticides was conducted in Nanjing, China from 19 to 22 May 2014. This publication provides an updated status of pesticide risk reduction in Asian countries. It also contains databases of registered and banned pesticides, and important documents from the Nanjing workshop that serve to enhance closer cooperation among countries in phasing-out hazardous pesticides.
The understanding that some pesticides are more hazardous than others is well established. Recognition of this is reflected by the World Health Organization (WHO) Recommended Classification of Pesticides by Hazard, which was first published in 1975. The document classifies pesticides in one of five hazard classes according to their acute toxicity. In 2002, the Globally Harmonized System of Classification and Labelling of Chemicals (GHS) was introduced, which in addition to acute toxicity also provides classification of chemicals according to their chronic health hazards and environmental hazards.
Chemical production, use and disposal will continue to increase worldwide; assessments and forecasts predict that global chemical sales will grow by about 3 percent per year until 2050, the major part of which will take place in Asia. South-East Asian countries in particular have shown strong industrial growth in agriculture during the last two decades. Many countries in Southeast Asia lack the capacity to handle chemicals management issues and are in great need to develop institutions, legislation, knowledge and general awareness. The countries face many challenges in the area of chemicals management, in particular pesticide governance. The intensive and often insufficiently controlled use of pesticides in the large agriculture sector is a major part of the issue. The programme “Towards a Non-Toxic Environment in South-East Asia” was designed and funded by Sida and coordinated by KemI. It was implemented in association with the FAO RAP; PAN-AP and TFA, which aimed to reduce health and environmental risks by monitoring, regulating and managing agricultural, industrial and consumer chemicals around the . This evaluation assessed the role and contributions of FAO against the programme outcome-level results: (i) strengthened regulatory framework for the control and registration of pesticides; and (ii) adoption and economic benefits of the community-level Farmer Field School (FFS) activities in all partner countries within Phase II. In addition, the evaluation assessed FAO’s work on gender mainstreaming, communication and follow-up actions taken in response to the 2016 mid-term evaluation.

"The WHO Recommended Classification of Pesticides by Hazard was approved by the 28th World Health Assembly in 1975 and has since gained wide acceptance. When it was published in the WHO Chronicle, 29, 397-401 (1975), an annex, which was not part of the Classification, illustrated its use by listing examples of classification of some pesticidal active ingredients and their formulations. Later suggestions were made by Member States and pesticide registration authorities that further guidance should be given on the classification of individual pesticides. Guidelines were first issued in 1978, and have since been revised and reissued every few years. Up until the present revision the original guidelines approved by the World Health Assembly in 1975 have been followed without amendment. In December, 2002 the United Nations Committee of Experts on the Transport of Dangerous Goods and on the Globally Harmonized System of Classification and Labelling of Chemicals (UNCETDG/GHS) approved a document called 'The Globally Harmonized System of Classification and Labelling of Chemicals' with the intent to provide a globally-harmonized system1 (GHS) to address classification of chemicals, labels, and safety data sheets. The GHS (with subsequent revisions) is now being widely used for the classification and labeling of chemicals worldwide. For this revision of the Classification the WHO Hazard Classes have been aligned in an appropriate way with the GHS Acute Toxicity Hazard Categories for acute oral or dermal toxicity as the starting point for allocating pesticides to a WHO Hazard Class (with adjustments for individual pesticides where required). It is anticipated that few of the more toxic pesticides will change WHO Hazard Class as a result of this change. As has always been the case, the classification of some pesticides has been adjusted to take account of severe hazards to health other than acute toxicity (as described in Part II). International and national legal frameworks governing the trade and use of pesticides have undergone significant changes over the last twenty years. The International Code of Conduct on the Distribution and Use of Pesticides, the Rotterdam Convention, the Stockholm Convention, the Basel Convention and the Montreal Protocol are only some of the binding and non-binding international instruments applicable to part or all of the life cycle of a pesticide. Specific guidelines for implementation are often available from the secretariat of the applicable international instrument, but comprehensive guidance is generally lacking. Governments need a clear picture of their international obligations as well as guidance on the accepted international consensus on the proper management of pesticides. Upgraded national legislation is needed to align national frameworks with international norms. This text aims to provide governments wishing to design, reform or update their national legislation with up-to-date advice on all aspects of pesticide management. Although the recommendations for national legislative change are designed to be useful to all countries, the text highlights the particular problems faced by developing countries and countries in transition, offering practical solutions to common problems.
