Why has an economy that has done so many things right failed to grow fast? Under-Rewarded Efforts traces Mexico’s disappointing growth to flawed microeconomic policies that have suppressed productivity growth and nullified the expected benefits of the country’s reform efforts. Fast growth will not occur doing more of the same or focusing on issues that may be key bottlenecks to productivity growth elsewhere, but not in Mexico. It will only result from inclusive institutions that effectively protect workers against risks, redistribute towards those in need, and simultaneously align entrepreneurs’ and workers’ incentives to raise productivity.
Mexico has large extractive industries and it traditionally has raised sizable fiscal revenues from the oil and gas sector. A confluence of factors—elevated commodity prices, financial challenges of the state-owned oil company Pemex, and revenue needs for financing social and public investment spending over the medium term—suggest that a review of Mexico’s taxation regimes for natural resources would be opportune, against the backdrop of a comprehensive approach to tackling Mexico’s challenges. This paper identifies opportunities for redesigning mining taxation to increase somewhat the revenue intake while maintaining the favorable investment profile of the sector. It also discusses recent reforms to the oil and gas fiscal regime and future reform considerations, with attention to the attractiveness of investment on commercial terms—an issue that should be placed in the context of an overall reform of Pemex’s business strategy and possibly of the energy sector more generally.
The Mexican economy underwent a process of growth and transformation in the twentieth century, which was confirmed by the indexes and figures that economists use to chart the rate of growth, even allowing for possible inaccuracies in these figures. This volume of six essays makes readily available to English-speaking readers a selection of significant contributions by outstanding Mexican economists dealing with the mid-twentieth-century growth of the Mexican economy. Enrique Pérez López provides an overview of the development of the gross national product in the economy and the structural changes that were imperative if basic social goals were to be implemented and the optimal adjustments to changing world conditions effected. Ernesto Fernández Hurtado discusses the process of accommodation and cooperation between the public and the private sectors that has contributed significantly to economic growth, stressing particularly the role of agriculture. Mario Ramón Beteta describes central bank policy and the functioning of the Central Bank, showing how control over credit and the banking system assures stability and accelerating growth through its credit rationing. Alfredo Navarrete R. traces the sources of domestic savings that have provided 90 percent of the capital employed in the economy since the Revolution, and Ifigenia M. de Navarrete demonstrates that rapid economic growth has not resulted in a more equitable distribution of income. Victor Urquidi stresses the balanced growth, achieved by allocating public capital formation to basic infrastructure, that has helped develop agriculture as well as industry, and indicates the nature of the structural change that must occur if the economy is to expand rapidly. In his introduction Tom E. Davis compares growth in Mexico with developments during the same period in Chile and Argentina. The country reached its midcentury standard of living after fifty years of drastic social and political changes under a constitution that altered the system and the concept of private property and the role of the state. These new concepts brought about changes in the structure of production and social relationships, together with a rise to new cultural, technical, and moral levels. These changes, in turn, placed Mexico in a new position with new problems. A question that must be answered is whether the economic goals of the future require a reappraisal of social relationships and of the ways of administering and utilizing the country’s resources and potential productivity.

’Private Equity’ is an advanced applied corporate finance book with a mixture of chapters devoted to exploring a range of topics from a private equity investor’s perspective. The goal is to understand why and which practices are likely to deliver sustained profitability in the future. The book is a collection of cases based on actual investment decisions at different stages for process tackled by experienced industry professionals. The majority of the chapters deal with growth equity and buyout investments. However, a range of size targets and investments in different geographical markets are covered as well. These markets include several developed economies and emerging markets like China, Russia, Turkey, Egypt and Argentina. This compilation of cases is rich in institutional details, information about different markets, and segments of the industry as well as different players and their investment practices – it is a unique insight into the key alternative asset class.
Mexico is recovering from a pandemic that had deep economic and social impacts. Informal workers, women and youth were particularly hit, exacerbating long-standing social challenges. Mexico’s solid macroeconomic policy framework safeguarded macroeconomic stability. But medium term growth prospects have weakened and growth over the past two decades has been low.
In 2010, the Latin American and Caribbean region showed great resilience to the international financial crisis and became the world region with the fastest-growing flows of both inward and outward foreign direct investment (FDI). The upswing in FDI in the region has occurred in a context in which developing countries in general have taken on a greater share in both inward and outward FDI flows. This briefing paper is divided into five sections. The first offers a regional overview of FDI in 2010. The second examines FDI trends in Central America, Panama and the Dominican Republic. The third describes the presence China is beginning to build up as an investor in the region. Lastly, the fourth and fifth sections analyze the main foreign investments and business strategies in the telecommunications and software sectors, respectively.
International trade and investment have been buffeted over the past three years by US-China trade war tariffs, high-technology export controls, and other economic sanctions targeting Chinese policies. The COVID-19 pandemic has further disrupted production and created bottlenecks transporting goods within and between countries. International businesses have had to recalibrate their supply chains to make them more resilient to these and other shocks. Firms needing to diversify from China are now considering whether to reorganize production across Asia to complement continuing Chinese operations or to shift investment out of Asia to shorten supply chains serving the US market. The most promising candidate for large-scale nearshoring is Mexico, but so far at least, Mexico has not lured substantial new investments that could supplant Asian production serving the US market. In a collaborative effort to explore the feasibility and benefits of relocating production to Mexico, the Center for Strategic and International Studies (CSIS) and the Peterson Institute for International Economics (PIIE) organized a group of leading scholars and former officials to offer their individual perspectives in this collection of short essays. Despite Mexico’s recent remarkable progress in adjusting its fiscal and external accounts and in restructuring its economy, the recovery of growth has remained elusive. This paper reviews some aspects of Mexico’s recent performance and suggests that systemic adjustment uncertainty, and policy conflicts between stabilization and real depreciation objectives, are among the factors that have contributed most to delaying the private sector’s investment response and preventing a sustainable recovery. The paper also assesses future growth prospects and resource mobilization needs, based on a growth model that fully incorporates the internal transfer problem and emphasizes solvency requirements.
