In a world of increasing mobility and migration, population size and composition come under persistent scrutiny across public policy, public debate, and film and television. Drawing on media, cultural and social theory approaches, this book takes a fresh look at the concept of ‘population’ as a term that circulates outside the traditional disciplinary areas of demography, governance and statistics—a term that gives coherence to notions such as community, nation, the world and global humanity itself. It focuses on understanding how the concept of population governs ways of thinking about our own identities and forms of belonging at local, national and international levels; on the manner in which television genres fixate on depictions of overpopulation and underpopulation; on the emergence of questions of ethics of belonging and migration in relation to cities; on attitudes towards otherness; and on the use by an emergent ‘alt-right’ politics of population in ‘forgotten people’ concepts. The issues around settlement, belonging, and poor relief have for too long been understood largely from the perspective of England and Wales. It explores how the conception of belonging changed over time and space from the 1500s onwards, how communities dealt with the welfare expectations of an increasingly mobile population that migrated both within and between states, the welfare rights that were attached to those who “belonged,” and how ordinary people secured access to welfare resources. What emerged was a sophisticated European settlement system, which on the one hand structured itself to limit the claims of the poor, and yet on the other was peculiarly sensitive to their demands and negotiations.

Moving Places draws together contributions from Europe, Latin America, Asia, and Africa, exploring practices and experiences of movement, non-movement, and place-making. Mobile Selves illuminates how transnational communicative practices and forms of exchange produce new forms of kinship, social relations, and subjectivities for global labor migrants. It shows how migrants create and circulate new portrayals of themselves, which work both to challenge the class and racial biases that they had faced in their home country and to shape how they construct and experience their mobility, and reenvision themselves and their communities in the process. Berg examines the conditions under which racialized Peruvians of rural and working-class origins leave the central highlands of Peru to migrate to the United States, how they fare, and what constrains their movement and their attempts to maintain meaningful social relations across borders. By exploring the ways in which migration is mediated between the Peruvian Andes and the United States-by documents, money, and images and objects in circulation-this book makes a major contribution to the documentation and theorization of the role of technology and, more broadly, of communicative practices in fostering new forms of migrant sociality and subjectivity. Political turmoil surrounding immigration at the federal level and the inability of Congress to pass comprehensive immigration reform have provided an opening for state and local governments to become more active in setting their own immigration-related policies. States largely dictate the resources, institutions, and opportunities immigrants can access: who can get a driver’s license or attend a state university, what languages are spoken in schools and public offices, how law enforcement interacts with the public, and even what schools teach students about history. In States of Belonging, an interdisciplinary team of immigration experts – Tomás R. Jiménez, Deborah J. Schildkraut, Yuen J. Huo, and John F. Dovidio – explore the interconnections among immigration policies, attitudes about immigrants and immigration, and sense of belonging in two neighboring states – Arizona and New Mexico – with divergent approaches to welcoming newcomers. Arizona and New Mexico are historically and demographically similar, but they differ in their immigration policies. Arizona has enacted unwelcoming policies towards immigrants, restricting the access of immigrants to state resources, social services, and public institutions. New Mexico is more welcoming, actively seeking to protect the rights of immigrants and extending access to state resources and institutions. The authors draw on an original survey and in-depth interviews of a cross-section of each state’s population to illustrate how these differing approaches affect the sense of belonging not only among immigrants, but among the U.S.-born as well. Respondents in Arizona, regardless of whether they were foreign- or native-born or their ethno-racial background, agreed that the state is unwelcoming to immigrants, and they pointed to Arizona’s restrictive policies as the primary factor. The sense of rejection perceived by Latinos in Arizona, including the foreign-born and the U.S.-born, was profound. They felt the effects of administrative and symbolic exclusions of the state’s unwelcoming policies as they went about their daily lives. New Mexico’s more welcoming approach had positive effects on the Latino immigrant population, and these policies contributed to an increased sense of belonging among U.S.-born Latinos and U.S.-born whites as well. The authors show that exposure to information about welcoming policies is associated with an improved sense of belonging across most population groups. They also find that the primary dividing line when it came to reactions to welcoming policies was political, not ethno-racial. Only self-identified Republicans, Latino as well as white, showed reduced feelings of belonging. States of Belonging demonstrates that welcoming policies cultivate a greater sense of belonging for immigrants and other state citizens, suggesting that policies aimed at helping immigrants gain a social, economic, and political foothold in this country can pay a broad societal dividend.
Childhood and Migration in Europe explores the under-researched and often misunderstood worlds of migrant children and young people, drawing on extensive empirical research with children and young people from diverse migrant backgrounds living in a rapidly changing European society. Through in-depth exploration and analysis of the experiences of children who moved to Ireland in the first decade of the 21st century, it addresses the tendency of migration research and policy to overlook the presence of children in migratory flows. Challenging dominant adult-centric perspectives on contemporary global migration flows and presenting understandings of the lives of migrant children and young people from their own experiences, this book presents a detailed exploration of children's lives in four different migrant populations in Ireland. With a unique comparative perspective, Childhood and Migration in Europe advances upon current conceptualisations of migration and integration by interrogating accepted views of migrant children and focusing on children's own voices and experiences. It challenges the prevailing assimilationist discourses underlying much existing research and policy, which often construct migrant children as deficient in different ways and in need of 'being integrated'.
