This book is a unique, transdisciplinary summary of the state of the art of disaster risk reduction (DRR) in Indonesia. It provides a comprehensive overview of disaster risk governance across all levels and multiple actors including diverse perspectives from practitioners and researchers on the challenges and progress of DRR in Indonesia. The book includes novel and emerging topics such as the role of culture, religion, psychology and the media in DRR. It is essential reading for students, researchers, and policy makers seeking to understand the nature and variety of environmental hazards and risk patterns affecting Indonesia. Following the introduction, the book has four main parts of key discussions. Part I presents disaster risk governance from national to local level and its integration into development sectors, Part II focuses on the roles of different actors for DRR, Part III discusses emerging issues in DRR research and practice, and Part IV puts forward variety of methods and studies to measure hazards, risks and community resilience.
The Government of Canada and the Asian Development Bank (ADB) established the Integrated Disaster Risk Management (IDRM) Fund in February 2013. The Fund was created to advance proactive integrated disaster risk management measures on a regional basis within ADB’s developing member countries in Southeast Asia, specifically, Cambodia, Indonesia, Lao People’s Democratic Republic, Myanmar, the Philippines, Thailand, and Viet Nam. During its operation, the IDRM Fund funded 19 technical assistance projects with both a gender-focused approach to IDRM and that reflect regional solutions that produce cross-border disaster management. This publication discusses the lessons learned from and achievements of the IDRM Fund.
This open access book presents the state-of-the-art environmental governance research and practices in Indonesia. It offers a wide scope, covering different sectors (e.g., forestry, mining) and geographical landscapes (e.g., inland and coastal areas). This book engages with existing theories and frameworks, including Earth System Governance, Adaptive and Interactive Governance, among others to trigger a debate regarding the operationalization of such concepts, which are mostly developed for the Global North context. It is also our ambition to incorporate more empirical knowledge from local contexts to indicate research gaps and future directions for environmental governance research agenda to be more diverse, inclusive, and facilitate the incorporation of inter-and transdisciplinary knowledge. This book will be useful for researchers, students, practitioners, and policymakers who are interested in the field of environmental governance, especially in Indonesia. Indonesia is one of the countries with the fastest-growing economies in Asia. Indonesia is rich in natural resources but also suffers from overexploitation and environmental threats exacerbated by climate and human pressures. Along with the growing global ambitions for achieving sustainable development and capacity to adapt to current and future threats, including climate change impacts and disaster risk, Indonesia's commitments to balance development while safeguarding a good environmental status are also increasing. The challenge is on how to govern complex and systemic natural, social and governance systems while adhering to the principle of equity and justice? As it will require more than traditional hierarchical modes of governance and current regulatory instruments (i.e., law and regulations). This is an open access book.
The Consequences of Disasters: Demographic, Planning and Policy Implications presents innovative multi-disciplinary perspectives on how people and societies respond to, and recover from sudden, unexpected crisis events like natural disasters which impact tragically on the established patterns and structures of their lives. Through detailed empirical analysis which employs both qualitative and quantitative research methodologies, the twenty-two chapters in this fine volume explore these critical issues. Chapters have a wide global range across both democratic and transforming governance systems which spotlight the many different ways in which different political jurisdictions respond to the demographic, planning and policy implications of the natural disasters affecting their citizens. The authors collectively provide insights into varying socio-cultural and political disaster frameworks from China, Japan, the USA, New Zealand, Myanmar, Indonesia, Taiwan, Iran, The Philippines and Pakistan. Taking the conceptual and analytical lens of social capital, family formation and migration patterns, the authors employ comparative demographic, anthropological and sociological approaches to present the human security contexts of natural disasters when they unexpectedly wreak havoc on human societies, and the coping and response behaviors they adopt, develop and use as survivors as they set about re-building their lives over periods that can extend over several years. This book provides many innovative insights which will be of value to disaster policy experts, practitioners in the humanitarian field, civil society and government sectors and researchers engaged in disaster recovery and reconstruction practice and research.
When an earthquake hits a war zone or cyclone aid is flown in by an enemy, many ask: Can catastrophe bring peace? Disaster prevention and mitigation provide similar questions. Could setting up a flood warning system bring enemy countries together? Could a regional earthquake building code set the groundwork for wider regional cooperation? This book examines how and why disaster-related activities do and do not create peace and reduce conflict. Disaster-related activities refer to actions before a disaster such as prevention and mitigation along with actions after a disaster such as emergency response, humanitarian relief, and reconstruction. This volume investigates disaster diplomacy case studies from around the world, in a variety of political and disaster circumstances, from earthquakes in Greece and Turkey affecting these neighbours’ bilateral relations to volcanoes and typhoons influencing intra-state conflict in the Philippines. Dictatorships are amongst the case studies, such as Cuba and Burma, along with democracies such as the USA and India. No evidence is found to suggest that disaster diplomacy is a prominent factor in conflict resolution. Instead, disaster-related activities often influence peace processes in the short-term—over weeks and months—provided that a non-disaster-related basis already existed for the reconciliation. That could be secret negotiations between the warring parties or strong trade or cultural links. Over the long-term, disaster-related influences disappear, succumbing to factors such as a leadership change, the usual patterns of political enmity, or belief that an historical grievance should take precedence over disaster-related bonds. This is the first book on disaster diplomacy. Disaster-politics interactions have been studied for decades, but usually from a specific political framing, covering a specific geographical area, or from a specific disaster framing. As well, plenty of quantitative work has been completed, yet the data limitations are rarely admitted openly or thoroughly analysed. Few publications bring together the topics of disasters and politics in terms of a disaster diplomacy framework, yielding a grounded, qualitative, scientific point of view on the topic.

Investing in Resilience: Ensuring a Disaster-Resistant Future focuses on the steps required to ensure that investment in disaster resilience happens and that it occurs as an integral, systematic part of development. At-risk communities in Asia and the Pacific can apply a wide range of policy, capacity, and investment instruments and mechanisms to ensure that disaster risk is properly assessed, disaster risk is reduced, and residual risk is well managed. Yet, real progress in strengthening resilience has been slow to date and natural hazards continue to cause significant loss of life, damage, and disruption in the region, undermining inclusive, sustainable development. Investing in Resilience offers an approach and ideas for reflection on how to achieve disaster resilience. It does not prescribe specific courses of action but rather establishes a vision of a resilient future. It stresses the interconnectedness and complementarity of possible actions to achieve disaster resilience across a wide range of development policies, plans, legislation, sectors, and themes. The vision shows how resilience can be accomplished through the coordinated action of governments and their development partners in the private sector, civil society, and the international community. The 2004 Asian tsunami was the greatest natural disaster in recent times. Almost 230,000 people died. In response, governments in Asia and the broader international community announced large aid programs. The resulting assistance effort was one of the largest humanitarian programs ever organised in the developing world. This book discusses the lessons of the aid effort for disaster protection policy in developing countries.

This report presents the policy recommendations resulting from the National Dialogue on Water in Indonesia, which took place between June 2022 and March 2023. Getting water resources management right, underpinned with appropriate financing mechanisms, is a prerequisite for realising Indonesia’s ambitious national economic growth agenda to become one of the top five global economies by 2045. The Dialogue, therefore, centred around two priority areas: 1) financing water infrastructure and 2) non-structural measures for flood disaster risk reduction. The report explores several instruments to enhance the financing of water services in Indonesia, such as the advantages and disadvantages of uniform water tariffs, independent economic regulation, pollution charges and demand management instruments. The report recommends the utilisation of land value capture as an additional source of financing. It also explores how water information systems for disaster response, flood forecasting and early warning can reduce flood disaster risk. The National Dialogue on Water in Indonesia is part of a regional initiative with the Ministry of Environment of the Republic of Korea, the Asia Water Council and the OECD.
