Delegating Responsibility explores the politics of migration in the European Union and explains how the EU responded to the 2015–17 refugee crisis. Based on 86 interviews and fieldwork in Greece and Italy, Nicholas R. Micinski proposes a new theory of international cooperation on international migration. States approach migration policies in many ways—such as coordination, collaboration, subcontracting, and unilateralism—but which policy they choose is based on capacity and on credible partners on the ground. Micinski traces the fifty-year evolution of EU migration management, like border security and asylum policies, and shows how EU officials used “crises” as political leverage to further Europeanize migration governance. In two in-depth case studies, he explains how Italy and Greece responded to the most recent refugee crisis. He concludes with a discussion of policy recommendations regarding contemporary as well as long-term aspirations for migration management in the EU.

This book addresses the question of political legitimacy in the European Union from the much neglected angle of political responsibility. It develops an original communitarian approach to legitimacy based on Alasdair MacIntyre’s ethics of virtues and practices, that can be contrasted with prevalent liberal-egalitarian and neo-republican approaches. Tsakatika argues that a ‘responsibility deficit’, quite distinct from the often discussed ‘democratic deficit’, can be diagnosed in the European Union. This is documented in chapters that provide in-depth analysis of accountability, transparency and the difficulties associated with identifying responsibility in European governance. Closing this gap requires going beyond institutional engineering. It calls for gradual convergence towards certain core social and political practices and for the flourishing of the virtues of political responsibility in Europe’s nascent political community. Direct democracy has become an increasingly common feature of European politics with important implications for policy making in the European Union. The no-votes in referendums in France and the Netherlands put an end to the Constitutional Treaty, and the Irish electorate has caused another political crisis in Europe by rejecting the Lisbon Treaty. In December 2011, the United Nations General Assembly adopted the International Law Commission's articles on the responsibility of international organizations, bringing to conclusion not only nearly ten years of reflection by the Commission, governments and organizations on this specific topic, but also decades of study of the wider subject of international responsibility, which had initially focused on State responsibility. This book examines accountability in the EU from different perspectives and considers whether EU citizens have real opportunities for holding decision-makers accountable. This book critically analyses five arguments which claim there are sufficient means for holding decision-makers to account in the Union.
