This book examines how Rwandan elites within the government, private sector and civil society perceive the nation’s political and economic relationship with the international community. Using testimonies and interviews of Rwandan political, military and economic leaders, and bureaucrats, this book examines the intersubjective beliefs that formulate how Rwanda engages with the international community. The book presents and analyses three primary intersubjective themes: historical and possible future abandonment of Rwanda; implementing an ideology of agaciro to promote self-respect, dignity and self-reliance for state security and economic development; and the belief in the government’s obligation to promote human security for those who identify as ‘Rwandan’. These perceptions help us understand how post-genocide Rwanda engages with the international community in the pursuit of state security, economic development and to prevent a future genocide. This book will be of interest to students and scholars of African politics and international relations as well as the politics of post-genocide states.

Rwanda has been the subject of much research following the genocide against the Tutsi ethnic group in 1994. Moving beyond recent histories which examine Rwanda's past predominantly through the lens of this tragic event, Filip Reyntjens utilises a longue durée framework to provide new insights into historical developments over the last hundred and fifty years. Tracking the foundations of modern Rwanda from the mid-nineteenth century to the present day, this study offers the first comprehensive examination of both the political continuities and ruptures which have shaped the country. Reyntjens examines the 19th century precolonial polity, colonisation from the end of the 19th century; the revolution of 1959-1961 followed by independence in 1962; and the 1994 genocide followed by the seizure of power by the Rwandan Patriotic Front (RPF). Across these periods of dramatic transition this study demonstrates the role of both political constancy and change, allowing readers to reshape their understanding of Rwanda's political history.
Across Africa, many countries have taken initiatives to increase the participation and representation of women in governance. Yet it is unclear what meaning these initiatives have in authoritarian, single-party states like Rwanda. Since seizing power in 1994, the Rwandan Patriotic Front has taken many steps to increase the participation of women in politics such as creating a Ministry of Gender, organizing women's councils at all levels of government, and instituting an electoral system with reserved seats for women in the national parliament. This article explores the dramatic increase in women's participation in public life and representation in governance and the increasing authoritarianism of the Rwandan state under the guise of 'democratization'. The increased political participation of women in Rwanda represents a paradox in the short term: as their participation has increased, women's ability to influence policy making has decreased. In the long term, however, increased female representation in government could prepare the path for their meaningful participation in a genuine democracy because of a transformation in political subjectivity.

Hunt, who has worked with women leaders in sixty countries for over two decades, points out that Rwandan women did not seek the limelight or set out to build a movement; rather, they organized around common problems such as health care, housing, and poverty to serve the greater good. Their victories were usually in groups and wide ranging, addressing issues such as rape, equality in marriage, female entrepreneurship, reproductive rights, education for girls, and mental health. These women's accomplishments provide important lessons for policy makers and activists who are working toward equality elsewhere in Africa and other postconflict societies. Their stories, told in their own words via interviews woven throughout the book, demonstrate that the best way to reduce suffering and to prevent and end conflicts is to elevate the status of women throughout the world.
