This book traces changes in the concept of security in Asia from realist to cooperative, comprehensive, and human security approaches, and assesses a number of policy alternatives to management of both old and new security threats. It surveys not only orthodox security threats such as tensions between regional powers or armed ethnic antagonists but also new sources of anxiety such as resource scarcity, economic instability, irregular migration, community fragmentation, and international terrorism. Security policies of major powers such as China, Japan, and the United States, and the moderating roles of regional organizations such as ASEAN, ARF, SCO, and KEDO are evaluated in historical and contemporary perspectives. Contributors proffer policy-relevant insights where appropriate. The book concludes that traditional security approaches remain valid but need to be adapted to the new challenges, and offers suggestions for incorporating fresh Asian security perceptions into the agendas of policy-makers, analysts, and scholars.
The book examines ASEAN's mechanisms in managing challenges and threats to regional security. The essays in this volume provide the Indian and Southeast Asian perspectives on some of the geo-political and security challenges facing South and Southeast Asia. These include the interests and role of major outside powers in the two regions and the relations between these powers; the trends in Asian regionalism, especially the ASEAN-led regionalism and India's place in it; the growing maritime and naval interests of the two rising Asian powers, China and India; and the impact of climate change. Also addressed are two specific issues of great potential importance for the security calculus of the two regions: the South China Sea and Myanmar.
The threats the world currently faces extend beyond traditional problems such as major power competition, interstate conflict, and nuclear proliferation. Non-traditional security challenges such as climate change, migration, and natural disasters surpass states’ capacity to address them. These limitations have led to the proliferation of other actors—regional and international organizations, transnational networks, local and international nongovernmental organizations—that fill the gaps when states’ responses are lacking and provide security in places where there is none. In this book, Mely Caballero-Anthony examines how non-traditional security challenges have changed state behavior and security practices in Southeast Asia and the wider East Asia region. Referencing the wide range of transborder security threats confronting Asia today, she analyzes how non-state actors are taking on the roles of “security governors,” engaging with states, regional organizations, and institutional frameworks to address multifaceted problems. This book uniquely applies the security reform agenda to Southeast Asia. It investigates recent developments in civil-military relations in the region, looking in particular at the impact and utility of the agenda on the region and assessing whether it is likely to help make the region more stable and less prone to military interventions. It provides an historical overview of the region’s civil-military relations and goes on to explore the dynamics of civil-military relations within the context of the security sector reform framework, focusing on the experiences of four of the region’s militaries: Malaysia, Thailand, the Philippines and Indonesia. It argues that although regional militaries have not necessarily followed a ‘Western’ model, significant developments have occurred that are broadly in keeping with the security sector reform agenda, and which suggests that the prospects for stable civil-military relations are brighter than some sceptics believe.
