The Political Accountability of EU and US Independent Regulatory Agencies is an in-depth investigation on the law and practices of the political accountability arrangements of the 35 EU and 16 US independent agencies. The comparative analysis demonstrates similarities between the political accountability arsenals and challenges to political oversight in the EU and the US. The greatest differences are revealed in the organization of the political accountability of independent agencies, i.e., ‘excessive diversity in the EU vs. uniformity in the US’, and the design of accountability obligations. Based on comparative insights, the book concludes with three recommendations on how the EU agencies’ political accountability could be adjusted in the ongoing reform on agencies’ creation and operation.

This book illustrates how social media platforms enable us to understand everyday politics and evaluates the extent to which they can foster accountability, transparency and responsiveness. The first part focuses on accountability and tests whether the offline behavior of politicians is consistent with their online declarations, showing that textual analysis of politicians’ messages is useful to explain phenomena such as endorsements, party splits and appointments to cabinet. The second part concerns responsiveness. By means of sentiment analysis, it investigates the shape of the interaction between citizens and politicians determining whether politicians’ behavior is influenced by the pressure exerted on social media both on policy and non-policy issues. Finally, the book evaluates whether a responsive behavior is successful in restoring online political trust, narrowing the gap between voters and political elites. Technocratic law and governance is under fire. Not only populist movements have challenged experts. NGOs, public intellectuals and some academics have also criticized the too close relation between experts and power. While the amount of power gained by experts may be contested, it is unlikely and arguably undesirable that experts will cease to play an influential role in contemporary regulatory regimes. This book focuses on whether and how experts involved in policymaking can and should be held accountable. The book, divided into four parts, combines theoretical analysis with a wide variety of case studies expounding the challenges of holding experts accountable in a multilevel setting.
