This book provides an international perspective on rural planning, focused on developing countries. It examines conventional development planning and innovative local planning approaches, drawing together lessons from recent experience of rural planning and land use. The authors examine past and current practice and ways that land use planning and management of natural resources can underpin sustainable local livelihoods. They draw on case studies from Africa, Asia and Latin America to present findings relevant throughout the developing world.
The process of rural-urban transformation presents both opportunities and challenges for development. If managed effectively, it can result in growth that benefits everyone; if managed poorly, it can lead to stark welfare disparities and entire regions cut off from the advantages of agglomeration economies. The importance of rural-urban transition has been confirmed by two consecutive World Development Reports: WDR 2008 Agriculture for Development; and WDR 2009 Reshaping Economic Geography. Focusing on Sub-Saharan Africa and South Asia, this book picks up where the WDRs left off, investigating the influence of country conditions and policies on the pace, pattern, and consequences of rural-urban transition and suggesting strategies to ensure that its benefits results in shared improvements in well-being. The book uncovers vast inequalities, whether between two regions of one country, between rural and urban areas, or within cities themselves. The authors find little evidence to suggest that these inequalities will automatically diminish as countries develop: empirical and qualitative analysis suggests that spatial divides are mainly a function of country conditions, policies and institutions. By implication, policymakers must take active steps to ensure that rural-urban transition results in shared growth. Spatially unbiased provision of health and education services is crucial to ensuring that the benefits of transition are shared by all. But connective infrastructure and targeted interventions also emerge as important considerations, even in countries with severely constrained fiscal and administrative capacity. The authors suggest steps for navigating the tricky political economy of land reforms. And they alert readers to potential spillover effects that mean that policies designed for one space can have unintended consequences on another. Policymakers and development experts, as well as anyone concerned with the impact of rural-urban transition on growth and equity, will find this book a thought-provoking and informative read.
First published in 1965, this reissue is a report on the Second Rehovoth Conference of August 1963, convened by the then Deputy Prime Minister of Israel, Mr Abba Eban, in order to enable the scientists and political leaders of developing countries to establish meaningful communication on the overall topic of comprehensive planning of agriculture in developing countries. Despite the recent economic upswing in many Latin American countries, rural poverty rates in the region have actually increased during the past two decades. Experts blame excessively centralized public administrations for the lackluster performance of public policy initiatives. In response, decentralization reformshave become a common government strategy for improving public sector performance in rural areas. The effect of these reforms is a topic of considerable debate among government officials, policy scholars, and citizensÕ groups. This book offers a systematic analysis of how local governments and farmer groups in Latin America are actually faring today. Based on interviews with more than 1,200 mayors, local officials, and farmers in 390 municipal territories in four Latin American nations, the authors analyze the ways in which different forms of decentralization affect the governance arrangements for rural development Òon the ground.Ó Their comparative analysis suggests that rural development outcomes are systemically linked to locally negotiated institutional arrangementsÑformal and informalÑbetween government officials, NGOs, and farmer groups that operate in the local sphere. They find that local-government actors contribute to public services that better assist the rural poor when local actors cooperate to develop their own institutional arrangements for participatory planning, horizontal learning, and the joint production of services. This study brings substantive data and empirical analysis to a discussion that has, until now, more often depended on qualitative research in isolated cases. With more than 60 percent of Latin AmericaÕs rural population living in poverty, the results are both timely and crucial.

World Development Report 1994 examines the link between infrastructure and development and explores ways in which developing countries can improve both the provision and the quality of infrastructure services. In recent decades, developing countries have made substantial investments in infrastructure, achieving dramatic gains for households and producers by expanding their access to services such as safe water, sanitation, electric power, telecommunications, and transport. Even more infrastructure investment and expansion are needed in order to extend the reach of services - especially to people living in rural areas and to the poor. But as this report shows, the quantity of investment cannot be the exclusive focus of policy. Improving the quality of infrastructure service also is vital. Both quantity and quality improvements are essential to modernize and diversify production, help countries compete internationally, and accommodate rapid urbanization. The report identifies the basic cause of poor past performance as inadequate institutional incentives for improving the provision of infrastructure. To promote more efficient and responsive service delivery, incentives need to be changed through commercial management, competition, and user involvement. Several trends are helping to improve the performance of infrastructure. First, innovation in technology and in the regulatory management of markets makes more diversity possible in the supply of services. Second, an evaluation of the role of government is leading to a shift from direct government provision of services to increasing private sector provision and recent experience in many countries with public-private partnerships is highlighting new ways to increase efficiency and expand services. Third, increased concern about social and environmental sustainability has heightened public interest in infrastructure design and performance.
Many inhabitants of rural areas in developing countries lack adequate and affordable access to transport infrastructure services, and this lack of transport opportunities constrains economic and social development. This report looks at the role of rural transport in reducing poverty and considers a range of issues affecting rural mobility including costs, stakeholders involved, population densities and competing services. It examines policies for promoting rural mobility including financial and regulatory considerations.
An international joint study by the Food and Agriculture Organization of the United Nations (FAO) and UNESCO's International Institute for Educational Planning (IIEP) was conducted on education and rural development to review the status of the topic from the standpoint of public policies and the conceptual frameworks on which they are based and also to shed light on what may be called "good practice." The findings of the study are meant to serve not as models, but rather as points of reference for all those who are seeking ways of developing education in rural areas and contributing more effectively to rural development. Chapter I, "Education and Rural Development: Setting the Framework" (David Atchoarena and Charlotte Sedel), provides a contextual and theoretical introduction to the new rural development and poverty reduction thinking, as well as a discussion on the contribution of education to rural development. In Chapter II, "Basic Education in Rural Areas: Status, Issues and Prospects" (Michael Lakin with Lavinia Gasperini), the book reviews in depth the provision of basic education in rural areas and offers some policy directions for improvement. Further exploring a particular dimension of basic education, Chapter III, "Making Learning Relevant: Principles and Evidence from Recent Experiences" (Peter Taylor, Daniel Desmond, James Grieshop and Aarti Subramaniam), devotes specific attention to strategies linking the formal school teaching with students' life environment, including agriculture, and to garden-based learning. A particular concern is the rise in rural non-farm employment and the need to enlarge the policy focus from agricultural education and training to technical and vocational education for rural development. This debate is taken further in Chapter V, "Higher Education and Rural Development: A New Perspective" (Charles Maguire and David Atchoarena), which considers higher level skills and the contribution of the tertiary education sector to rural development. Special attention is given to the reform of higher agricultural institutions and lessons based on case studies are provided to document good practice in institutional reform. Finally, Chapter VI, "Main Findings and Implications for Policy and Donor Support" (David Atchoarena with Lavinia Gasperini, Michael Lakin and Charles Maguire), concentrates on the main findings of the study and discusses policy implications and possible responses for donors and countries.
