China is modernizing her military very rapidly and as her economy strengthens, the pace of military modernization is going to touch higher trajectories. This modernization would impact and alter the existing strategic environment in the world. In the region the impact will be more profound and will force her neighbors to rework their own military modernization programs, war fighting doctrines and their present position on relations with China and other regional powers and the US. Today, in addition to issues relating to human resource development, the biggest impediment is the availability of technology to develop new modern weapon systems and equipment. Will the drivers and trends of Chinese military modernization continue to be same or will there be changes? How will the modernization impact the PLA behavior, especially in its neighborhood? How will the neighbors react to this stupendous pace of militarization in the East Asia? What will be the role of Japan, Vietnam, India, Russia and US? How will china's restive periphery and PLA respond to the spread of Islamic fundamentalism? To correctly appreciate these changes, an in-depth understanding of Chinese military modernization is essential. Through extensive primary source analysis and independent analysis, this report seeks to answer a number of important questions regarding the state of China’s armed forces. The authors found that the PLA is keenly aware of its many weaknesses and is vigorously striving to correct them. "Does nationalism lead to interstate war? This book challenges the existing presumption that nationalism causes war and systematically investigates how popular nationalism affects a country's decision to launch military aggression. In doing so, the book makes a provocative and novel claim that popular nationalism has both a conflict-inducing and a restraining effect and identifies the conditions under which popular nationalism triggers interstate violence. Specifically, the book asserts that popular nationalism leads to war only when leaders who confront popular nationalism are very confident about their chance of achieving complete victory in conflict or they are politically vulnerable. In the absence of these two conditions, popular nationalism has a restraining effect, pushing leaders toward seeking the status quo and avoiding the use of force. The book first demonstrates the restraining effect of popular nationalism through a survey experiment conducted in China and an in-depth case study on the territorial dispute between China and Japan in the East China Sea. It then offers a comprehensive historical and contemporary analysis of when popular nationalism's restraining effect turns into a conflict-inducing one through case studies on the War of 1812 and the Falklands War. The book provides important insights into whether popular nationalism could put great powers like the United States and China on a collision course, as well as broad policy implications for preventing war driven by popular nationalism"--

The development of transformational capabilities, processes, and force structures should be given strategic focus to meet the principal challenges under our defense strategy. India is already ceased with the necessity of transformation albeit without any documented national security guidelines or operating instructions, which are legislated or have the validation of at least the 'Cabinet Committee on Security'(CCS). In other words the first step would be to create a draft security strategy based on many assumptions, like the foreign policy or the cumulative emerging threat scenario as appreciated by the Defence Intelligence Agency(DIA). This well researched book is a result of the project allotted by the USI under the Field Marshal K. M. Cariappa chair. The book is therefore more as an idea or a theoretical construct, basically to bring in more clarity to the various options available for this great transformation of the Indian military.
