This paper reviews the World Bank's experience with community participation (CP) in a sample of its projects selected from three different sectors; urban housing, population, health and nutrition (PHN), and irrigation. The sample was chosen on a judgmental basis and consisted of forty projects which were known to have the potential for the use of CP or incorporated it in their strategies, and ten successful projects from the same sectors which did not make use of CP. The focus of the paper is on the approaches to participation employed by the first set of projects and the lessons to be learned from their experience. An analysis of the second set of projects sheds light on the reasons why community participation was neglected by them.
People's participation has begun to influence the practice of development substantially. This study provides an interpretation of how participation occurs, uses case studies to highlight various approaches, and develops elements of a strategy and a methodology.
Governments and NGOs (non-governmental organizations) in Asia face critical development challenges. This volume examines ways to improve the policy environment for NGOs in Asia so that they may contribute more effectively to the development process. The contributors identify the main factors which influence the policy environment for NGOs, characterize and compare the political space for NGOs, examine the roles that governments and international development agencies can play in supporting NGOs, and propose possible strategies and policy guidelines for improving government-NGO relations in Asia.
The integrated pest management (IPM) programmes run by the FAO seek to train farmers on how to take independent, well-informed crop production and management decisions, achieved primarily through participatory, season-long field schools. This study examines the social impact of IPM field schools in Mali during the 1999-2000 seasons, as well as considering their influence on improving technical knowledge, changing farming attitudes and behaviour and in simulating increased collective self-help action.
