Over the past few decades and throughout the world, numerous government-initiated experiments and attempts at directly engaging and including citizens have emerged as remedies for a variety of problems faced by modern democracies, including political disaffection and insufficient capacity to deal with the complexity inherent in many contemporary public problems, such as climate change and segregation. In practice, these attempts are given many names, such as citizen panels, deliberative fora, collaborative dialogues, etc. In the academic literature as well, the phenomenon falls under many different headings, for instance collaborative, deliberative or interactive governance. Participatory Governance and Representative Democracy refers to this empirical phenomenon as local participatory governance, that is, government-sponsored direct participation between invited citizens and local officials in concrete arrangements and concerning problems that affect them. Participatory governance, we argue, may take many forms, regarding (1) type of interaction and type of communication between participants within the specific participatory arrangement (e.g., deliberative vs. aggregative) as well as regarding (2) the relation and connection between the specific arrangement and the more traditional representative structures (e.g., compatible, incompatible, transformative or irrelevant). The proposed edited volume addresses the matter of institutionalization, highlighting the difficulties associated with establishing stability and a shared understanding of the roles and rules among citizens, local politicians and administrators in participatory arrangements.
This book analyzes e-participation in smart cities. In recent decades, information and communication technologies (ICT) have played a key role in the democratic political and governance process by allowing easier interaction between governments and citizens, and the increased ability of citizens to participate in the production chain of public services. E-participation plays and important role in the development of smart cities and smart communities , but it has not yet been extensively studied. This book fills that gap by combining empirical and theoretical research to analyze actual practices of citizen involvement in smart cities and build a solid framework for successful e-participation in smart cities. The book is divided into three parts. Part I discusses smart technologies and their role in improving e-participation in smart cities. Part II deals with models of e-participation in smart cities and the organization issues affecting the implementation of e-participation; these chapters analyze the efficiency of governance models in relation to the establishment of smart cities. Part III proposes incentives to motivate increased participation by governments and cititzenry within the smart cities context. With a current population inflow into cities of 200,000 people per day, UN Habitat expects that up to 75% of the global population will live in cities by 2050. Influenced by forces of globalization and global change, cities and urban life are transforming rapidly, impacting human welfare, economic development and urban-regional landscapes. This poses new challenges to urban governance, while emerging city networks, advancing geo-technologies and increasing production of continuous data streams require governance actors to re-think and re-work conventional work processes and practices. This book has been written to enhance our understanding of how governance can contribute to the development of just and resilient cities in a context of rapid urban transformations. It examines current governance patterns from a geographical and inclusive development perspective, emphasizing the importance of place, space, scale and human-environment interactions, and paying attention to contemporary processes of participation, networking, and spatialized digitization. The transition to democracy underway in Latin America since the 1980s has recently witnessed a resurgence of interest in experimenting with new forms of local governance emphasizing more participation by ordinary citizens. The hope is both to foster the spread of democracy and to improve equity in the distribution of resources. While participatory budgeting has been a favorite topic of many scholars studying this new phenomenon, there are many other types of ongoing experiments. In Barrio Democracy in Latin America, Eduardo Canel focuses our attention on the innovative participatory programs launched by the leftist government in Montevideo, Uruguay, in the early 1990s. Based on his extensive ethnographic fieldwork, Canel examines how local activists in three low-income neighborhoods in that city dealt with the opportunities and challenges of implementing democratic practices and building better relationships with sympathetic city officials.
This book addresses and explores recent trends in the field of local and urban governance. It focuses on three domains: institutional reforms in local government; inter-municipal cooperation; and citizen participation in local governance. In the last decades, in different regions of the world, there is ample evidence that sub-national government, in particular the field of local governance, is in a permanent state of change and reflux, although with differences that reflect national particularities.
