This volume offers an understanding of institutional reforms, gender-related policy dynamics, the role of different actors in the policy process, and the impact of a particular policy on the state of women’s political participation in Bangladesh. The discussion is set against the background of the Fourth World Conference on Women, 1995, in Beijing, in which a Platform for Action signed by heads of governments expressed their countries’ commitment to achieve ‘gender equality and empowerment of women’ through ensuring integration of the gender perspective at all levels. In Bangladesh, notable among the initiatives undertaken was the enactment of the Local Government (Union Parishads) (Second Amendment) of 1997, through which one-third of seats were reserved for women in the Union Parishad (UP) and the system of direct election was introduced to elect women members in reserved seats. The Act of 1997 is considered to be a milestone, since it has enhanced women’s participation in the local government politics significantly. Against this background, the specific research questions that have been addressed in this volume include: the necessity of reform for enhancing women’s participation in politics; the context against which the Government of Bangladesh enacted the Act and the reasons such an initiative was not taken earlier; the actors behind the reforms and their role in the reform process; and the impact of the reform on the state of women’s participation at the local level in Bangladesh.
A former head of the Ghana National Council of Women and Development here explains, from her experience in Ghana and other parts of Africa during the UN Decade for Women, what she believes women's emancipation means to women in Africa. Although discrimination against women is worldwide, she believes that because of differences in social, educational and cultural backgrounds, women have differing perceptions of the meaning of emancipation. She discusses pertinent issues such as traditional beliefs and practices which keep women subjugated, including bride-wealth, child marriage, polygamy, purdah, widowhood, inheritance of property, fertility and female circumcision. She also examines specific women-in-development activities, and the role of governmental, non-governmental and inter- governmental organizations.

This paper reviews gender budgeting efforts in Asia. The countries in the region have achieved mixed success in improving gender equality. Gender budgeting is ideally a fiscal innovation that translates gender-related goals into budgetary commitments and can help countries to achieve the Sustainable Development Goals with regard to gender equality. India has a sustainable gender budgeting model for the region, while a few countries in the region have begun such efforts more recently. The legislative mandates for gender budgeting in the Philippines and South Korea are remarkable achievements and are contributing to their efforts.
From Kosovo to Kabul, the last decade witnessed growing interest in ?electoral engineering?. Reformers have sought to achieve either greater government accountability through majoritarian arrangements or wider parliamentary diversity through proportional formula. Underlying the normative debates are important claims about the impact and consequences of electoral reform for political representation and voting behavior. The study compares and evaluates two broad schools of thought, each offering contracting expectations. One popular approach claims that formal rules define electoral incentives facing parties, politicians and citizens. By changing these rules, rational choice institutionalism claims that we have the capacity to shape political behavior. Alternative cultural modernization theories differ in their emphasis on the primary motors driving human behavior, their expectations about the pace of change, and also their assumptions about the ability of formal institutional rules to alter, rather than adapt to, deeply embedded and habitual social norms and patterns of human behavior.
This updated edition of Women in Parliament: Beyond Numbers Handbook covers the ground of women's access to the legislature in three steps: It looks into the obstacles women confront when entering Parliament be they political, socio-economic or ideological and psychological. It presents solutions to overcome these obstacles, such as changing electoral systems and introducing quotas, and it details strategies for women to influence politics once they are elected to parliament, an institution which is traditionally male dominated. The first Women in Parliament: Beyond Numbers handbook was produced as part of IDEA's work on women and political participation in 1998. Since its release in English in 1998, there has been an ongoing interest and demand for the handbook, and responding to the request for the translation of the handbook, IDEA has produced Spanish, French and Indonesian language versions and a Russian overview of the handbook during 2002-2003. Since the first handbook was published, the picture regarding women's political participation has slowly changed. Overall the past decade has seen gradual progress with regard to women's presence in national parliaments. This second edition incorporates relevant global changes in the past years presenting new and updated case studies.--
Women’s self-help groups (SHGs) have increasingly been used as a vehicle for social, political, and economic empowerment as well as a platform for service delivery. Although a growing body of literature shows evidence of positive impacts of SHGs on various measures of empowerment, our understanding of ways in which SHGs improve awareness and use of public services is limited. To fill this knowledge gap, this paper first examines how SHG membership is associated with political participation, awareness, and use of government entitlement schemes. It further examines the effect of SHG membership on various measures of social networks and mobility. Using data collected in 2015 across five Indian states and matching methods to correct for endogeneity of SHG membership, we find that SHG members are more politically engaged. We also find that SHG members are not only more likely to know of certain public entitlements than non-members, they are significantly more likely to avail of a greater number of public entitlement schemes. Additionally, SHG members have wider social networks and greater mobility as compared to non-members. Our results suggest that SHGs have the potential to increase their members’ ability to hold public entities accountable and demand what is rightfully theirs. An important insight, however, is that the SHGs themselves cannot be expected to increase knowledge of public entitlement schemes in absence of a deliberate effort to do so by an external agency.
This edited volume examines policies aimed at increasing the representation of women in governing institutions in six South Asian countries. Divided into three parts, it addresses the implications of uniformity and diversity for the substantive representation of women in parliament, civil service and local government. The contributing authors explore the scope and limits of ‘positive discriminatory policies’ within distinct country contexts, and the implications of the lack of such policies in other countries. Their findings shed new light on the extent to which the higher presence of women in different governing institutions matters, particularly in respect of promoting women’s issues; and also on the way men and women in different governing institutions look upon each other’s roles and adopt strategies for mutual adjustment. This innovative collection will appeal to students and scholars of gender studies, public policy and administration, international relations, law and political science.
