Malawi is among the few countries in sub-Saharan Africa that has witnessed significant improvements in relation to meeting the Millennium Development Goal (MDG) targets. It exhibits some of the main challenges facing African democracies while they attempt to consolidate the benefits of democratisation. Political Transition and Inclusive Development in Malawi critically analyses opportunities and constraints related to the impact of democracy on development in one of the world’s poorest countries. The book explores how, and to what extent, processes related to democratic and economic governance can be strengthened in order to make political and administrative authorities more responsive to development needs. It also considers characteristics of successful implementation of public policy and the effective and timely delivery of basic services in local contexts; increased citizen participation and dialogue with local government authorities; factors that enable civil society organisations to hold political and administrative officials to account; and better utilisation of academic research for improved evidence-based policy formulation and implementation. This volume will be of great interest to scholars in development studies, African studies, politics, law and anthropology, as well as policymakers and those interested in democracy, governance, human rights and the implementation of anti-poverty programmes, development administration and decentralisation.
This article addresses the relationship between the legislative and executive branches of government in Malawi during the multi-party era from 1994 until 2004. The argument is threefold. First, the presidential nature of Malawi's political regime assigns parliament to a secondary role. Second, the general framework of parliamentary-executive relations laid down in the constitution gives scope for accentuating this subordinate position through iterative practices. Third, the persistence of personalised patronage in Malawian politics leads to the further reinforcement of parliamentary subservience where political principles and positions are sacrificed on the altar of venality. A perception has spread that parliament is a mere pawn in the political game or a rubber stamp of the executive's decisions. This article will seek to adduce empirical evidence to substantiate this argument.

This book examines the complex relationship that exists between the construction of judicial power, and the institutional characteristics of the courts and their regime setting. It examines the intriguing connection between the construction of judicial power on the one hand, and the institutional characteristics of the courts and regime setting on the other. The book asks whether courts are rendered powerful by virtue of their institutional characteristics or by a supportive, perhaps acquiescent, regime setting. By analyzing the historical pathways of courts in Uganda, Tanzania and Malawi, this book argues that the emergence of judicial power since the colonial period, though fraught with many challenges, presents a unique opportunity for consolidating democracy. The book examines in detail the significant political decisions of the upper-level courts in Uganda, Tanzania and Malawi from the colonial period to the present day, analyzing them in relation to changes in the political environment over time. Analysis of these decisions is also supplemented by in-depth interviews with judges, lawyers and other important stakeholders in the judicial processes. This book demonstrates that even in the most challenging regime environments, effective institutions and determined individuals can push back against interference and issue politically powerful, independent decisions but the way in which judiciaries respond to this regime pressure varies enormously across countries and regions.
This book provides the first cross-regional study of an increasingly important form of politics: coalitional presidentialism. Drawing on original research of minority presidents in the democratising and hybrid regimes of Armenia, Benin, Brazil, Chile, Ecuador, Kenya, Malawi, Russia, and Ukraine, it seeks to understand how presidents who lack single party legislative majorities build and manage cross-party support in legislative assemblies. It develops a framework for analysing this phenomenon, and blends data from MP surveys, detailed case studies, and wider legislative and political contexts, to analyse systematically the tools that presidents deploy to manage their coalitions. The authors focus on five key legislative, cabinet, partisan, budget, and informal (exchange of favours) tools that are utilised by minority presidents. They contend that these constitute the 'toolbox' for coalition management, and argue that minority presidents will act with imperfect or incomplete information to deploy tools that provide the highest return of political support with the lowest expenditure of political capital. In developing this analysis, the book assembles a set of concepts, definitions, indicators, analytical frameworks, and propositions that establish the main parameters of coalitional presidentialism. In this way, Coalitional Presidentialism in Comparative Perspective provides crucial insights into this mode of governance. It presents a selection of tools and methodologies that can help tackle the complexities of which policies work best and why, and how they can be implemented effectively given the political and economic framework conditions of a country. The contributions in this book offer a continuation of the ongoing evidence-based debate on the role of agriculture and participatory policy processes in reducing poverty. They develop and apply quantitative political economy approaches by integrating quantitative models of political decision-making into existing economic modeling tools, allowing a more comprehensive growth-poverty analysis. Marriages of Inconvenience: The politics of coalitions in South Africa is a research-based volume that collates and interprets lessons that South Africa should take to heart in managing interparty coalitions. It draws from domestic experiences as well as from case studies on the rest of the African continent and generic instances further afield. Coalitions in various iterations have been a part of the South African polity since the attainment of democracy in 1994. This started, nationally, with a 'grand coalition' in the form of a Government of National Unity as mandated in the interim constitution. Coalitions have also found expression in some of the country's provinces. After the transition, multiparty governments were sustained at national and provincial levels either as a matter of necessity due to election outcomes or for other political considerations. At local government level, coalitions have been relatively commonplace in South Africa from the onset of democratically elected municipalities in 2000, with many situations where no single party attained an absolute majority. This gained prominence from 2016 when many metropolitan governments and some large towns became sites of coalition politics.
