For centuries scholars and practitioners have studied parliament and its potential reform from an institutional perspective. Until now, few authors have addressed in depth the internal relationships among parliamentary actors, their competing beliefs and their influence on parliament’s effectiveness. Parliament is overwhelmingly an agonistic institution, and competition for status, resources, influence and control has pervaded its administration and impeded reform. Parliaments appear to struggle with the concept of institutional management. The doctrine of exclusive cognisance or sole jurisdiction implies that parliament, and only parliament, should retain control of its internal business and processes. But why is parliament considered to be unique among public institutions, and why do parliaments appear to resist or even defy attempts to manage them more effectively? At a time when the public is losing confidence in governments, politics and political institutions, parliament’s role as a broker of ideas and a forum for deliberative policymaking is under threat. In an institution where no one has overall authority and direction, staying relevant and managing public expectations present major challenges for its members and administrators. This book examines parliamentary management in the national parliaments of Australia and the United Kingdom. Without claiming to be a ‘how to’ book, it attempts to provide a relatable account of how parliamentary officials and members of parliament carry out their inherently complex roles and how they might be assisted by contemporary public management approaches.

The relationship between a head of government (head of the executive branch) and a nation's parliament or legislative assembly (the legislative branch) has long been the focus for comment and analysis - for example, has the prime minister in the United Kingdom come to a position of dominance at the expense of the power of parliament? Does the American president stand head and shoulders above Congress? Is a French president master of the system? Need the Russian president pay attention to the Duma? What of the position in other parliamentary and presidential systems? In this book, Baldwin seeks to provide answers, and does so by drawing upon the knowledge and expertise of an international group of scholars whose essays advance our knowledge of the subject. Parliamentary questions are a feature of almost all national legislatures. Despite this, we know very little about how questions are used by MPs and what impact questions have on controlling the government. This volume advances our theoretical and empirical knowledge of the use of questioning in a number of different parliamentary settings. The propensity of parliamentarians to ask questions indicates that the interrogatories are an important tool for measuring an individual legislator’s job. Ultimately, how a parliamentarian chooses to use the questioning tool provides a unique insight into legislator behaviour and role orientation. Many of the chapters in this volume provide new empirical measures of legislator activity and use this data to provide new tests of leading theories of legislator behaviour. At an institutional level, questions provide an important source of information for the chamber and are a critical tool of government oversight – as many of the chapters in the volume indicate. Evidence of the impact of questions on executive and bureaucratic oversight challenges conventional views of parliaments as weak and ineffective parts of the political process. Canada's machinery of government is out of joint. In Breaking the Bargain, Donald J. Savoie reveals how the traditional deal struck between politicians and career officials that underpins the workings of our national political and administrative process is today being challenged. He argues that the role of bureaucracy within the Canadian political machine has never been properly defined, that the relationship between elected and permanent government officials is increasingly problematic, and that the public service cannot function if it is expected to be both independent of, and subordinate to, elected officials. While the public service attempts to define its own political sphere, the House of Commons is also in flux: the prime minister and his close advisors wield ever more power, and cabinet no longer occupies the policy ground to which it is entitled. Ministers, who have traditionally been able to develop their own roles, have increasingly lost their autonomy. Federal departmental structures are crumbling, giving way to a new model that eschews boundaries in favour of sharing policy and program space with outsiders. The implications of this functional shift are profound, having a deep impact on how public policies are struck, how government operates, and, ultimately, the capacity for accountability.
